Police in the Negros Island Region arrested four individuals and recovered an estimated ₱2.639 million worth of suspected smuggled cigarettes after a pre-dawn hot pursuit operation ended in two separate vehicle crashes in Vallehermoso, Negros Oriental, on Saturday, July 4, 2026.

The Police Regional Office Negros Island Region (PRO NIR) said the operation began at approximately 3:00 a.m., involving personnel from the Guihulngan Component City Police Station working in coordination with the Regional Special Operations Group (RSOG).

Hot Pursuit Launched Against Two Vehicles in Guihulngan

According to PRO NIR, the Guihulngan Component City Police Station initiated a hot pursuit after two Toyota Revo vehicles were reported to be carrying suspected smuggled cigarettes. The station sought assistance from the Vallehermoso Municipal Police Station, which established a checkpoint to intercept the fleeing vehicles.

As the pursuit continued, operatives received reports that both vehicles had crashed at separate locations within Vallehermoso — one in Barangay Puan and another in Barangay Molobolo. Responding personnel immediately proceeded to both crash sites.

Two Toyota Revos Crash in Separate Barangays

In Barangay Puan, a black Toyota Revo bearing Plate No. XLX 891 lost control and crashed, scattering several master cases and reams of suspected smuggled cigarettes along the roadway.

In Barangay Molobolo, a maroon Toyota Revo bearing Plate No. XPJ 955 crashed into roadside railings. Responding personnel from the Guihulngan Component City Police Station and the RSOG proceeded to secure both sites and attend to the suspects.

Four Suspects Identified, Treated for Injuries Before Arrest

At the Barangay Puan crash site, the driver — identified through the alias Hamza, 32, a resident of Malabang, Lanao del Sur — was rescued from the wreckage and transported to the Vallehermoso Rural Health Unit for medical treatment. His passenger, alias Ting, 31, of Escalante City, Negros Occidental, was arrested at the scene by responding personnel.

At the Barangay Molobolo crash site, the driver, alias Jamil, 43, and his passenger, alias Jamal, 46 — both from Manticao, Misamis Oriental — sustained injuries and were likewise brought to the Vallehermoso Rural Health Unit before being placed under arrest by Guihulngan Component City Police Station and RSOG personnel.

PRO NIR said all four suspects were informed of the nature and cause of their arrest and were apprised of their constitutional rights following their detention.

Nearly 1,200 Reams of Cigarettes Recovered

Authorities recovered from both crash sites twenty-nine large boxes containing one thousand one hundred eighty-four reams of suspected smuggled cigarettes, with a combined estimated street value of ₱2,639,000, according to PRO NIR.

Both Toyota Revo vehicles were also taken into police custody. PRO NIR said the recovered items are currently being documented and that appropriate charges are being prepared in coordination with concerned government agencies.

PRO NIR Director Commends Operating Units

Police Brigadier General Romano V. Cardiño, Regional Director of PRO NIR, commended the units involved in the operation for their coordination and response.

"I commend our operating units for their vigilance, seamless coordination, and unwavering commitment to duty. This successful operation is proof that when our police officers work as one, criminals have fewer places to hide and fewer opportunities to profit from illegal activities," Cardiño said.

Cardiño emphasized that smuggling is not a victimless crime, stating that it deprives the government of lawful revenues, undermines legitimate businesses, and damages the livelihood of law-abiding Filipinos.

Negros Island Region Reaffirmed as No Safe Haven for Criminal Activity

The regional director reaffirmed PRO NIR's commitment to sustained law enforcement operations under the SAFE NIR initiative, stating that the Negros Island Region will not be allowed to serve as a haven for criminal activities. He called on all personnel to continue serving with integrity, courage, and professionalism.

The operation reflects an ongoing regional push against smuggling and other economic crimes, with PRO NIR publicly crediting inter-unit coordination as a key factor in the operation's success.

By the Numbers

  • ₱2,639,000 — estimated value of the recovered suspected smuggled cigarettes
  • 1,184 reams — total quantity of suspected smuggled cigarettes seized
  • 29 — number of large boxes recovered from both crash sites
  • 4 — suspects arrested following the hot pursuit operation
  • 2 — Toyota Revo vehicles taken into police custody
  • 3:00 a.m. — time the hot pursuit operation commenced on July 4, 2026

Why This Matters

The seizure of nearly ₱2.64 million in suspected smuggled cigarettes underscores the scale of illicit trade moving through the Negros Island Region, with suspects hailing from as far as Lanao del Sur and Misamis Oriental. As PRO NIR Director Cardiño noted, cigarette smuggling deprives the government of lawful tax revenues and undercuts legitimate businesses operating within the law. The operation also demonstrates PRO NIR's capacity for rapid inter-unit coordination, a model the regional command says it will continue to pursue under its SAFE NIR initiative.
