Law enforcement authorities dismantled an alleged illegal cigarette manufacturing operation in Bago City, Negros Occidental on May 12, 2026, following a joint inspection that led to the discovery of a warehouse stocked with raw materials, packaging supplies, and two motor vehicles used in the illicit trade.

The operation was carried out in Purok Pulang Duta, Barangay Lag-asan, Bago City, as part of the intensified campaign of the Police Regional Office Negros Island Region (PRO NIR) against illegal cigarette manufacturing, smuggling, and other forms of economic sabotage, according to a statement released by PRO NIR.

One suspect was arrested at the scene while two others remain at large, with authorities filing appropriate charges against the apprehended individual.

Three Suspects Named in Illegal Cigarette Operation

Authorities identified three individuals in connection with the illegal warehouse operation. The arrested suspect, known by the alias "Jo," is a 29-year-old male from Barangay Villamonte, Bacolod City, Negros Occidental, who served as the caretaker of the warehouse.

Two other suspects remain at large. Alias "Ber," described as of legal age and married, is a resident of Bacolod City and is identified as the warehouse owner. Alias "Ab," also of legal age and married, is a resident of Bago City and allegedly served as the warehouse operations manager.

The arrested suspect, alias "Jo," is currently under the custody of the Bago City Criminal Investigation and Detection Group (Bago CCPS) for proper disposition and the filing of appropriate criminal charges, according to PRO NIR.

Hundreds of Packaging Materials and Two Vehicles Seized

During the inspection of the warehouse, authorities recovered a substantial volume of materials allegedly used in the manufacture and packaging of cigarettes. The seized items included the following:

  • 400 rolls of plastic wrapping
  • 36 boxes containing 60 pieces each of green packaging tape
  • 22 containers of white-blue adhesive
  • 130 containers of white glue adhesive
  • 25 boxes of scotch tape containing 60 pieces each
  • Piles of waste materials used in tobacco packaging
  • One (1) Ford Ranger 4x2 unit
  • One (1) Isuzu wing van truck

The volume and variety of materials recovered suggest an active and operational manufacturing setup, though PRO NIR characterized the find as alleged illegal manufacturing pending the filing and adjudication of formal charges.

Second Discovery Linked to April 21 Bago City Raid

The May 12 operation was not an isolated incident. It was conducted in direct connection with an earlier discovery made on April 21, 2026, at the LT Besañes Trading Corporation Rice Retailer/Wholesaler, located at Kilometer 14, Purok Rosas, Barangay Calumangan, Bago City, Negros Occidental.

That earlier raid uncovered what authorities described as a machine manufacturing warehouse, raising suspicions about a broader illegal cigarette production network operating within Bago City. The follow-up investigation eventually led authorities to the second warehouse in Barangay Lag-asan, where the May 12 arrest and seizure took place.

The sequential nature of the two operations — spanning less than a month — indicates that law enforcement was conducting an ongoing, intelligence-driven investigation into the suspected manufacturing network in the area.

Four Agencies Coordinate in Multi-Office Operation

The joint inspection was carried out through the coordinated efforts of multiple law enforcement and regulatory bodies. Participating agencies included the Criminal Investigation and Detection Group Regional Field Unit Negros Island Region (CIDG RFU NIR), the Bago City Criminal Investigation and Detection Group (Bago CCPS), the Negros Occidental Provincial Police Office (NOcPPO), and the Bago City Permit and Licensing Office.

The involvement of the Bago City Permit and Licensing Office is particularly notable, as it underscores the regulatory dimension of the operation — specifically, the absence of proper permits and licenses for the warehouse and its activities.

According to PRO NIR, the successful operation demonstrates the vital role of inter-agency collaboration and intelligence-driven law enforcement in combating illicit economic activities in the Negros Island Region.

PRO NIR Cites Government Revenue Loss and Threat to Legitimate Industry

In its official statement, PRO NIR emphasized that illegal cigarette manufacturing operations not only violate the law but also cause measurable harm to the national economy and legitimate businesses.

According to the PRO NIR statement, such unlawful activities "undermine legitimate industries, deprive the government of revenues, and threaten public welfare and economic stability." The statement framed the operation as part of a broader commitment by the Philippine National Police to dismantle illegal commercial enterprises operating under the guise of legitimate businesses.

The reference to government revenue loss is significant. Cigarettes in the Philippines are subject to excise taxes under the National Internal Revenue Code. The discovery of two separate warehouses in Bago City within less than a month suggests that the area may have been serving as a production hub for such illicit goods, although formal charges and judicial proceedings will ultimately determine the full extent of the operation and the liability of those involved.

As of May 15, 2026, the case remains under the jurisdiction of Bago CCPS, with charges expected to be filed against alias "Jo" while the search for aliases "Ber" and "Ab" continues.
