TITLE: Rains Batter Luzon as Nangka Monitored Outside Philippine Area

Heavy rains are projected to persist over Metro Manila and a broad swathe of Luzon until at least Thursday, August 13, according to fresh advisories issued today, August 12, by the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA). Occidental Mindoro, in particular, has been placed under a heavy rainfall warning, with forecasts of 50 to 100 millimeters of rain expected through Thursday morning.

The continuing deluge, fueled by the enhanced southwest monsoon, arrives as the death toll from combined extreme weather events has climbed to 21, and a distant tropical depression, Nangka, raises concerns about further monsoon intensification. This confluence of persistent local rainfall, severe humanitarian impact, and a potentially influential storm system outside the Philippine Area of Responsibility (PAR) underscores the precarious situation facing millions of Filipinos, whose homes and livelihoods are under constant threat from a dynamic and often destructive weather landscape. Over 3.1 million people have already been affected, with infrastructure damage estimated at P2.11 billion and agricultural losses at P196.85 million.

While PAGASA forecasts a gradual weakening of the monsoon, intermittent heavy rains are expected to continue drenching key regions already saturated by previous precipitation. These areas include the Ilocos Region, western Central Luzon, Cavite, Laguna, Batangas, Oriental Mindoro, and Marinduque, all increasingly vulnerable to flash floods and landslides. The relentless moisture has turned grounds into muddy quagmires and pushed river systems to their limits.

The human cost of this prolonged period of extreme weather is stark. The Office of Civil Defense (OCD) reported today that the cumulative death toll from the enhanced southwest monsoon and previous tropical cyclones, Luis and Maymay, has reached 21. Benguet province accounts for the majority of fatalities, with 15 reported deaths primarily due to landslides in its mountainous terrain. Rizal province recorded three deaths attributed to rockslides and fallen trees, while Batangas saw three more, tragically caused by drowning, electrocution, and landslides. These figures paint a grim picture of the treacherous conditions confronting residents in both high-risk mountainous and low-lying coastal areas.

Beyond the tragic loss of life, the monsoon’s impact has rippled across the archipelago, affecting more than 3.1 million people, or over 909,000 families, across ten regions. These include the Cordillera Administrative Region (CAR), Metro Manila, and CALABARZON, where communities have been uprooted and vital services disrupted. The economic toll is significant, with infrastructure damage reaching an estimated P2.11 billion and agricultural losses pegged at P196.85 million, undermining food security and local economies.

In response to the widespread destruction, the government has mobilized to provide P342.1 million in assistance to affected communities. However, the sheer scale of the displacement highlights the immense challenge: as of today, more than 80,000 individuals remain housed in 881 evacuation centers, their homes either submerged or rendered unsafe by the persistent elements. For many, the return to normalcy remains a distant prospect.

The intensity of the recent rainfall has been staggering in certain areas. PAGASA data revealed that between August 5 and August 10, several locations in western Luzon recorded rainfall totals equivalent to weeks, if not a full month, of typical August precipitation. Baguio City, a northern highland hub, registered an astonishing 1,143.2 millimeters of rain during this five-day period, roughly 36 days' worth for the entire month. Nearby La Trinidad, Benguet, experienced an even higher accumulation, exceeding 1,220 millimeters. In CALABARZON, Cavite City and Tanay, Rizal, each received rainfall totals exceeding 400 millimeters, nearly their average monthly accumulation for August. This extraordinary volume of water has overwhelmed urban drainage systems and rural river basins alike, turning urban centers into temporary waterways and rural landscapes into muddy, impassable quagmires.

The continuous deluge has also caused water levels in major dams across Luzon to surge, placing additional pressure on flood control mechanisms. San Roque Dam in Pangasinan, a critical facility for both flood management and water supply, saw its water level rise by more than 15 meters to 254.77 meters. This dramatic increase is attributed to both local rainfall within its watershed and the regulated opening of gates at upstream dams, Ambuklao and Binga. While crucial for preventing overtopping, such dam operations necessitate careful management to avoid exacerbating downstream flooding in already vulnerable communities.

Amidst these domestic challenges, PAGASA is closely monitoring Tropical Storm Nangka, which has intensified from a low-pressure area and is currently located far outside the Philippine Area of Responsibility (PAR). As of this morning, Nangka was positioned approximately 2,080 kilometers east of extreme Northern Luzon. By late afternoon, it had moved further east to 2,280 kilometers. The storm currently packs maximum sustained winds of 65 kilometers per hour and gusts of up to 80 kph, tracking eastward at 10 kph, indicating a trajectory moving away from the Philippine landmass.

Despite its distant trajectory, PAGASA weather specialists have indicated that Nangka’s presence could still subtly influence local weather patterns. The storm has the potential to enhance the southwest monsoon, acting as a distant funnel to draw more moisture towards the country. This interaction could contribute to the persistent rainfall over Luzon’s western and northern sections, including Metro Manila and the CALABARZON region, sustaining the already challenging conditions for affected communities.

International weather agencies, including the Joint Typhoon Warning Center (JTWC) and Zoom Earth, are also tracking Nangka, identifying it as Japanese Typhoon Number 17. Their assessments largely align with PAGASA’s, noting its current location south of Japan and its continued northeastward movement away from the Philippine archipelago.

Forecasts suggest a brief period of slight intensification for Nangka in the next 12 to 24 hours. However, it is then expected to encounter increasingly hostile environmental conditions, including falling sea surface temperatures, high wind shear, and significant mid-level dry air. These atmospheric impediments are projected to lead to its rapid weakening and eventual dissipation within two days. This forecast offers some relief that Nangka itself will not become a direct threat, but its indirect influence on the southwest monsoon remains a critical concern for Filipino communities already struggling with relentless
