Police General Jose Melencio C. Nartatez Jr., chief of the Philippine National Police, said the arrest reflects the force's commitment to acting on valid warrants while strictly observing due process and the rights of the person concerned.
"We have a duty to act when there is a valid warrant, but we also have a duty to do it the right way. Walang shortcut — lawful process, proper coordination, and respect for the rights of the person concerned must always go together," Nartatez said.
The PNP chief's statement underscored that international warrant service does not exempt the force from adhering to established legal procedures, regardless of the nationality of the subject.
Arrest Tied to Enhanced Managing Police Operations Framework
The PNP framed Tuesday's arrest as part of its continuing drive to strengthen warrant implementation under Enhanced Managing Police Operations, or EMPO — the lead pillar of what Nartatez has designated the PNP Focused Agenda.
According to the PNP, EMPO calls for intelligence-driven and risk-based deployment as its core operating principle. The framework has been the organizing idea of Nartatez's command since he outlined a seven-point agenda at his initial command conference in August 2025.
The PNP has credited EMPO for results across several campaigns, including a reported 25-percent drop in focus crimes during the first two months of 2026, as well as nationwide operations targeting loose firearms and illegal gambling.
The Focused Agenda's other pillars are resource management, integrity monitoring, personnel morale and welfare, and active community support.
Dumaguete City Police Station Handling Custody and Coordination
With the arrested individual now under the Dumaguete City Police Station's temporary custody, local authorities are coordinating with the appropriate agencies for the next steps in the legal process. The PNP did not provide a timeline for those proceedings, nor did it specify which Philippine or foreign agencies are involved in the coordination.
