Saturday morning marked the end of active typhoon monitoring for Rosal (international name: Champi), as the Philippine Atmospheric, Geophysical and Astronomical Services Administration released Tropical Cyclone Bulletin No. 17F at 11:00 AM on October 24, 2026 — the agency's final bulletin for the storm, unless it re-enters the Philippine Area of Responsibility (PAR).

At 10:00 AM Saturday, PAGASA located the center of Rosal at approximately 525 kilometres North Northeast of Itbayat, Batanes, at coordinates 25.3°N, 123.4°E — already beyond the boundaries of PAR. The typhoon was tracking East Northeastward at 20 kilometres per hour at the time of observation.

Intensity at the Time of Departure

When the bulletin was released, PAGASA reported that Rosal was sustaining maximum winds of 120 km/h near its center, with gusts reaching up to 150 km/h. Central pressure stood at 970 hectopascals, and tropical cyclone winds extended outward up to 850 kilometres from the storm's center.

By the 12-hour forecast period ending at 8:00 PM Saturday, PAGASA projected Rosal's position at coordinates 27.3°N, 123.3°E — roughly 735 kilometres North Northeast of Itbayat, Batanes, still outside PAR. The agency forecast that Rosal would weaken to Severe Tropical Storm (STS) status by that time, with maximum sustained winds dropping to 95 km/h while continuing to move Northward at 20 km/h.

All Wind Signals Lifted

PAGASA confirmed that no Tropical Cyclone Wind Signal (TCWS) remains hoisted in any part of the Philippines, reflecting the storm's complete departure from the country's area of responsibility.

Peripheral Gusts Still Felt Across Several Areas Saturday

Even without active wind signals, PAGASA warned that the outer edges of Rosal would still generate strong to gale-force gusts across certain land areas on Saturday, October 24 — particularly in coastal zones and upland localities exposed to the winds.

The bulletin identified the following areas as affected on Saturday: Batanes, Babuyan Islands, Ilocos Norte, Aurora, northern Quezon, Polillo Islands, Bicol Region, Romblon, Capiz, Iloilo, and Negros Occidental. According to PAGASA, by Sunday, October 25, residual gale-force gusts are expected to persist only over Batanes, Babuyan Islands, and Ilocos Norte as the storm continues pulling farther away.

Gale Warning Still in Force Over Northern Luzon Waters

A Gale Warning remains active over the seaboards of Northern Luzon, PAGASA stated, directing the public to Gale Warning No. 8 — issued at 5:00 AM Saturday — for full details.

Sea conditions in affected coastal waters remain dangerous. PAGASA's 24-hour sea outlook forecast waves of up to 5.5 metres along the northern seaboard of Batanes and up to 4.5 metres along the northern seaboard of Babuyan Islands, both classified as very rough. The agency warned that sea travel poses serious risk for all vessel types and tonnages in those waters, and directed mariners to stay in port or seek safe harbor without delay.

Wave heights of up to 4.0 metres are expected along the remaining seaboards of Babuyan Islands, the northeastern seaboard of mainland Cagayan, and the northern seaboard of Ilocos Norte. Up to 3.5-metre waves are forecast for the remaining Ilocos Norte seaboard and the seaboard of Ilocos Sur. Seas of up to 3.0 metres are expected along the remaining seaboards of mainland Cagayan, the western seaboard of Pangasinan, and the seaboards of Isabela, northern Aurora, and the northern and eastern seaboards of Catanduanes, according to PAGASA.

PAGASA advised operators of small seacrafts — including all types of motorbancas — to refrain from going out to sea under rough conditions, particularly those who are inexperienced or using ill-equipped vessels.

Moderate to rough seas with waves reaching up to 2.5 metres are forecast for the remaining seaboards of Aurora and Pangasinan, the seaboards of La Union and Eastern Samar, the northern and eastern seaboards of Polillo Islands, the northern seaboards of Camarines Norte and Camarines Sur, the eastern seaboards of Albay, Sorsogon, Dinagat Islands, Siargao-Bucas Grande Islands, and Surigao del Sur, and the northern seaboard of Kalayaan Islands.

Wave heights of up to 2.0 metres are expected along the seaboards of Zambales and Lubang Islands, and the western seaboards of Batangas, Cavite, Occidental Mindoro, and Palawan including Calamian Islands, as well as the remaining seaboards of the Kalayaan Islands. PAGASA advised motorbanca operators and similarly sized vessels to exercise caution and, where possible, avoid navigating under such conditions. All other coastal waters are forecast to have wave heights below 2.0 metres.

Rapid Weakening Expected Over the East China Sea

PAGASA said Rosal is headed toward the East China Sea following its PAR exit, where the agency expects it to undergo gradual then rapid weakening. The storm may be downgraded to a severe tropical storm by Saturday afternoon or evening, the agency forecast.

PAGASA also noted that heavy rainfall and strong winds may still be felt in localities outside the forecast confidence cone, and that the projected track may shift within its limits. The public was directed to monitor updates from their respective PAGASA Regional Services Division for area-specific rainfall warnings, thunderstorm advisories, and other severe weather information.

Guidance for Disaster Offices and the Public

PAGASA called on both the public and disaster risk reduction and management offices to take all necessary precautions to safeguard lives and property. The bulletin advised persons residing in areas with high or very high susceptibility to hazards to heed evacuation orders and other directives issued by local government officials.

Bulletin No. 17F stands as the final issuance for Typhoon Rosal unless the storm re-enters PAR, PAGASA confirmed. The bulletin was prepared by MJB and reviewed by JAM of the PAGASA Weather Division.
