DUMAGUETE CITY, Negros Oriental — At just 20 years old, City Councilor and Sangguniang Kabataan Federation President Miguel Lorenzo N. Aseniero has topped the 2025 year-end performance ranking of SK Federation Presidents in Negros Oriental, posting a 94.85 percent performance rating in a province-wide independent evaluation.

Aseniero led all city and municipal SK Federation Presidents in the survey conducted by Transparency Good Governance and Accountability Advocates in partnership with Visayas Social Pulse. The results cement Dumaguete's reputation as a bellwether for youth governance in Central Visayas.

The ranking is part of the "Boses ng Bayan" local poll carried out from January to February 2026. The survey was non-commissioned and conducted independently in every town and city across Negros Oriental, with respondents randomly selected and distributed proportionally based on official voting population data per locality.

Province-Wide Independent Assessment

Survey organizers placed the sampling margin of error at ±1 percent with a 95 percent confidence level. The evaluation methodology covered all municipalities and cities in Negros Oriental, providing a comprehensive assessment of youth leadership performance across the province.

The "Boses ng Bayan" poll represents one of the most extensive independent evaluations of local youth governance conducted in the region, according to the organizing groups.

Five-Point Evaluation Framework

SK Federation Presidents were scored across five critical metrics: governance and compliance, program implementation and impact, fiscal management, leadership and representation, and innovation and public engagement.

Under governance and compliance, evaluators examined attendance and active engagement in Provincial, City, and Municipal Council sessions and in Local Youth Development Council meetings. They also assessed the timely submission of reports and liquidation of funds, proper documentation of SK Federation projects, and the number of youth-related ordinances and resolutions authored or pushed at the higher council.

Program implementation and impact covered the 10 Centers of Participation — health, education, environment, peace-building, active citizenship, economic empowerment, social inclusion, governance, global mobility, and agriculture. Assessors measured the percentage of barangay SKs and youth reached, actual outcomes beyond event attendance, and whether programs were sustainable beyond a single term.

Financial Management and Partnership Building

Fiscal management weighed the efficient and lawful use of the 10 percent SK fund at the federation level, compliance with Commission on Audit rules, and the ability to mobilize partnerships with the LGU, national government agencies, NGOs, and the private sector. A clean audit record also factored into this category.

Leadership and representation examined federation unity, the mentoring and coordination of all SK Chairpersons, the quality of youth representation before the Sanggunian, and capacity-building activities such as trainings, assemblies, and summits.

Innovation and public engagement looked at youth-centered solutions addressing mental health, digital literacy, climate action, and anti-drug advocacy, along with visibility and communication through social media, consultations, and public trust ratings.

Early Political Career and Academic Excellence

Aseniero was elected SK Chairman in October 2023 at 18 years and 25 days old, making him the youngest SK official in the province of Negros Oriental at the time. He has since risen to serve as SK Federation President of Dumaguete City, Vice President of the SK Federation of Negros Oriental, and Chairman of the Local Youth Development Council (LYDC).

The LYDC brings together student governments, school and university organizations, and barangay-level youth groups representing various sectors. He concurrently sits as an ex-officio member of the Sangguniang Panlungsod of Dumaguete, representing the youth in the city's legislative body.

Before entering public service, Aseniero completed his kindergarten and elementary education at Saint Louis School of Don Bosco and his high school studies at Silliman University, where he was recognized as an honor student in both junior and senior high school. He is currently a second-year Bachelor of Science in Accountancy student at Silliman.

Athletic Achievements and Multi-Sector Involvement

Aseniero also carries a record as a student-athlete, having won the Dumaguete City Meet in table tennis three times and represented the city in the Regional Meet on all three occasions. This athletic background demonstrates his well-rounded development beyond academic and political pursuits.

Expanded Youth Programming Under Current Leadership

Under Aseniero's leadership, the city government, through the Local Youth Development Office, widened the scope of its programming beyond recreation. Recent initiatives include adolescent development seminars, mental health awareness programs, teenage pregnancy prevention campaigns, and anti-drug advocacy drives.

The LYDO also rolled out theater arts workshops, painting activities, and creative writing sessions aimed at nurturing young Dumagueteños pursuing careers in the arts and literature. These programs represent a significant expansion from traditional youth activities focused primarily on sports and recreation.

Annual Youth Congress and Budget Participation

Pursuant to a city ordinance, Aseniero supervised the Annual Dumaguete Youth Congress, which gathers delegates from schools, universities, barangays, and sectoral youth organizations. Congress delegates contribute directly to the city's youth development budget, a mechanism that Aseniero has described as central to his style of leadership.

"Leaders should not make plans for the people, but make plans with the people," he said, summarizing the principle behind the Congress. This participatory approach to budget planning represents an innovative model for youth engagement in local governance.

The city has also sustained the Dumaguete Youth Achievers Awards since 2024, honoring young residents who have made exemplary contributions to youth development and community progress.

Collaborative Leadership Philosophy

Accepting the top ranking, Aseniero credited the young people he works with rather than his own office. "This award is not just a reflection of my efforts, but of the efforts of many youths who share the same vision for a better, brighter, and more inclusive city filled with opportunities for all," he said.

This collaborative approach appears to align with the evaluation criteria that emphasized federation unity and the mentoring of SK Chairpersons across different barangays. The high performance rating suggests successful implementation of this inclusive leadership model.

The 94.85 percent rating places Aseniero significantly ahead of other SK Federation Presidents in the province, highlighting Dumaguete City's strong performance in youth governance initiatives and program implementation across multiple sectors.
