According to the DOE, Department Circular No. DC2026-03-0010 was issued on March 22, 2026, in response to developments in the Middle East that have strained global petroleum markets. The department emphasized that this authorization is interim, narrowly targeted, and strictly regulated to ensure a continuous, adequate, and accessible fuel supply.

Temporary Measure Does Not Replace Euro IV Standards

Energy Secretary Sharon S. Garin clarified that this measure does not replace the country’s Euro IV fuel standards, which remain in effect under existing laws and regulations. The temporary use of Euro II fuel is intended as a targeted response to external risks affecting specific sectors.

“We are adopting a prudent and temporary measure to help ensure an adequate and accessible fuel supply for sectors that may require limited flexibility during this period,” said Secretary Garin.
