The 3rd Infantry (Spearhead) Division (3ID) of the Philippine Army has confirmed the death of three high-ranking members of the Communist Terrorist Group (CTG) in an armed encounter in Kabankalan City, Negros Occidental. The clash occurred early morning on March 21, 2026, marking a significant blow to the CTG presence in the region.
Clash in Kabankalan City Leads to Death of Three CTG Leaders
The encounter took place at Sitio Santol, Barangay Tampalon, Kabankalan City. Troops from the 47th Infantry (Katapatan) Battalion engaged with remnants of the dismantled South West Front (SWF) and the Regional Strike Force (RSF) operating under the Komiteng Rehiyon-Negros.
The operation was initiated following reports from residents concerned about the presence and activities of the CTG members in the area. This community involvement highlights a growing rejection of the CTG’s presence and methods within the local population.
Identities of Neutralized CTG Members Released
The fatalities were identified as Ritchie Verano, also known as “Makoy”/“Akiro”, 26, Vice Commander of the Regional Striking Force (RSF), and a resident of Barangay Trinidad, Guihulngan City, Negros Oriental. Also killed was Milky Sampini, alias “Gorting”, 27, Finance and Logistics Officer of RSF, residing in Barangay Lamugong, Manjuyod, Negros Oriental. The third casualty was Joedil Balsimo, alias “Junjun”/“Cairo”, estimated to be between 25–30 years old, and Squad Leader of RSF, from Sitio Tigbao, Barangay Buenavista, Himamaylan City, Negros Occidental.
The remains of Verano, Sampini, and Balsimo are currently held at Sola Gracia Funeral Homes in Kabankalan City, where authorities are completing documentation and attempting to contact their families.
Military Emphasizes Importance of Operation, Calls for Surrender
Major General Michael G. Samson, Commander of the 3ID, emphasized the importance of this operation, stating that the neutralized individuals were high-ranking leaders involved in multiple killings in Negros. According to a statement released by the 3ID, the army, in coordination with other security forces, will continue to pursue CTG members actively.
“Justice has prevailed with the neutralization of these high-ranking CTG remnants who were behind the brutal killings of civilians in Negros,” MGen. Samson stated. He also reiterated the government's call for remaining CTG members to lay down their arms and embrace the path of peace through the Enhanced Comprehensive Local Integration Program (E-CLIP) and Amnesty Program.
Seized Firearms and Documents Indicate Scale of CTG Operations
Following the encounter, government troops recovered five high-powered firearms, one grenade, personal belongings, and subversive documents. The seized materials offer further insight into the CTG's operational capabilities and strategies in the region.
The discovery of subversive documents may also lead to further investigations and potential identification of other CTG members or supporters.
CTG Members Linked to Killings of Civilians in Negros Occidental
The neutralized CTG members have been linked to several violent incidents across Negros Island, including the deaths of 74-year-old Leonora N. Anguit and 39-year-old Renante Vedarte y Guadalupe, both residents of Barangay Tapi, Kabankalan City. These incidents have fueled public outrage and contributed to the increased reporting of CTG activities to authorities.
The 47th Infantry Battalion dedicated their efforts to honoring the memory of Anguit and other victims of terrorist acts, pledging to protect the populace, enforce justice, and hold accountable those who endanger their communities.
