Authorities in Dumaguete City seized an estimated ₱15.07 million worth of suspected smuggled cigarettes and arrested three men in an intelligence-driven inter-agency operation on the night of Wednesday, August 5, 2026, the Negros Oriental Police Provincial Office (NOrPPO) said.
Operatives intercepted a green Canter truck loaded with 263 master cases of untaxed cigarettes that had reportedly been transported by roll-on/roll-off (RORO) vessel from Pagadian City, Zamboanga del Sur, for delivery in Dumaguete City. The truck's driver and two passengers were apprehended at around 10:36 p.m. after allegedly being found in possession of the illicit cargo.
Cigarettes, Truck, and Dried Fish Impounded
According to NOrPPO, the operation yielded 68 master cases of Walter Premium cigarettes and 195 master cases of Busqu Full Flavor cigarettes, with a combined estimated value of ₱15,069,000. Both brands are classified as untaxed and undocumented goods under Philippine customs law.
Also impounded were the green Canter truck bearing plate number ZAG 5869 and approximately 200 boxes of dried fish valued at about ₱90,000, which police said had been loaded alongside the cigarette cases — likely as concealment or cover cargo.
Intelligence from Pagadian Sparked the Interdiction
The operation commenced at approximately 7:12 p.m. and was led by NOrPPO's Provincial Intelligence Unit and Provincial Drug Enforcement Unit under the direct supervision of Provincial Director PCOL Timmar J. Alam. The interdiction was triggered by intelligence furnished by the Regional Intelligence Division of the Police Regional Office–Negros Island Region (PRO-NIR).
Intelligence reports pointed to the alleged transport of smuggled cigarettes aboard the truck, which entered Negros Oriental through the RORO route originating from Pagadian City. Authorities monitored the truck's movement from the time of its arrival until it was stopped and inspected later that evening.
Suspects Informed of Rights Before Booking
The three arrested individuals are under investigation for possible violations of Republic Act No. 10643, the Graphic Health Warnings Law, and Republic Act No. 10863, the Customs Modernization and Tariff Act. NOrPPO said the suspects were informed of the reason for their arrest and apprised of their constitutional rights before being transported to the Dumaguete City Police Station for booking and documentation.
Fourteen Agencies Joined the Operation
The operation drew on an unusually wide coalition of law enforcement and government units. According to NOrPPO, the participating agencies included the Regional Intelligence Division of PRO-NIR; Coast Guard Substation Dumaguete City; the Dumaguete Maritime Police Station; K9 Unit; Special Operations Unit; Maritime Law Enforcement Group; Coast Guard Station Negros Oriental; and the Coast Guard Intelligence Group Southern Visayas.
Also taking part were the Bureau of Customs–Subport of Dumaguete; Philippine Ports Authority Port Police; Philippine Highway Patrol Team–Negros Oriental; Negros Oriental Maritime Police; Sibulan Municipal Police Station; and the Dumaguete City Police Station.
PCOL Alam Cites Intelligence Sharing as Key Factor
Provincial Director PCOL Timmar J. Alam commended the participating units for their coordination and swift response. He said the operation demonstrates the value of intelligence sharing and sustained inter-agency cooperation in combating smuggling and other forms of illicit trade in the province.
NOrPPO said it will continue strengthening intelligence-driven operations with partner agencies to prevent the entry and distribution of illegal and undocumented goods in Negros Oriental.
