Still carrying maximum sustained winds of 155 km/h and gusts reaching 190 km/h, Typhoon Rosal — known internationally as Champi — was tracked moving northwestward over waters east-northeast of Batanes as of early Friday, October 23, 2026. The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) released this assessment in Tropical Cyclone Bulletin No. 12 at 5:00 AM.
Location and Intensity as of 4:00 AM
PAGASA placed the typhoon's eye at approximately 275 kilometres east-northeast of Itbayat, Batanes, at coordinates 22.1°N, 124.1°E as of 4:00 AM Friday. The storm's central pressure was recorded at 945 hectopascals, and it was advancing northwestward at a forward speed of 15 km/h. Destructive winds extended up to 900 kilometres outward from the center, the bulletin stated.
Wind Signal Coverage
PAGASA raised Tropical Cyclone Wind Signal No. 2 over Batanes and the northeastern portion of the Babuyan Islands — specifically Babuyan, Panuitan, Calayan, and Camiguin islands — where gale-force winds of 62 to 88 km/h (Beaufort Scale 8 to 9) are expected within 24 hours, posing a minor to moderate threat to life and property.
Signal No. 1 was placed over the rest of the Babuyan Islands, mainland Cagayan, the northeastern portion of Isabela — including Maconacon, Divilacan, Santa Maria, Cabagan, San Pablo, and Palanan — as well as Ilocos Norte and Apayao. Strong winds of 39 to 61 km/h (Beaufort Scale 6 to 7) are expected within 36 hours in these areas, with a minimal to minor threat to life and property, PAGASA said.
Projected Path and Weakening
According to PAGASA, Rosal will continue on a general northwestward track until Saturday, October 24, before curving northward and then north-northeastward between Saturday and Sunday, October 25. The typhoon is expected to cross out of the Philippine Area of Responsibility by early Saturday morning.
The agency's track and intensity forecast shows the storm progressively losing strength as it moves away from the country. At 2:00 PM Friday, October 23, PAGASA placed the center approximately 350 kilometres north-northeast of Itbayat, with maximum sustained winds down to 140 km/h, moving northwest at 20 km/h. By 2:00 AM Saturday, October 24, the storm was forecast 435 kilometres north of Itbayat with winds of 130 km/h, tracking north-northwest at 10 km/h.
Once outside the Philippine Area of Responsibility, PAGASA projected Rosal at 615 kilometres north of Itbayat by 2:00 PM Saturday with winds reduced to 110 km/h — downgraded to a severe tropical storm — before weakening further to 85 km/h at 800 kilometres north of Itbayat by 2:00 AM Sunday, October 25, classified then as a tropical storm. The agency said Rosal may be downgraded to a severe tropical storm by Saturday morning and is likely to weaken into a tropical storm by Saturday evening.
Strong Gusts to Affect Luzon and Visayas
Beyond the signal areas, PAGASA warned that the combined influence of Rosal's outer winds and the prevailing northeasterly windflow will bring strong to gale-force gusts to coastal and elevated areas across a broader portion of the country. On Friday, October 23, most of Luzon and Visayas, as well as Zamboanga del Norte, Misamis Occidental, Lanao del Norte, Camiguin, Davao Occidental, and Davao Oriental are expected to experience these conditions.
On Saturday, October 24, gusty conditions are forecast over Batanes, Babuyan Islands, Ilocos Norte, Polillo Islands, Bicol Region, Romblon, Capiz, Iloilo, and Negros Occidental. By Sunday, October 25, only Batanes and the Babuyan Islands are expected to remain affected. PAGASA noted that winds may be slightly stronger in exposed coastal and upland or mountainous areas, and weaker in sheltered locations.
Dangerous Sea Conditions Off Northern Luzon
A Gale Warning was in effect over the seaboards of Northern Luzon and the eastern seaboards of Central and Southern Luzon as of the 5:00 AM bulletin, PAGASA said, directing the public to Gale Warning No. 6 issued at the same time.
The agency's 24-hour sea outlook described extremely hazardous conditions off northern coasts. Waves as high as 12.0 metres were forecast over the northern and eastern seaboards of Batanes, with waves up to 9.0 metres over the remaining Batanes seaboards. Waves of up to 8.0 metres were expected off the northern and eastern coasts of the Babuyan Islands and the northeastern seaboard of mainland Cagayan.
Further south, PAGASA forecast waves of up to 6.0 metres over the rest of the Babuyan Islands and mainland Cagayan seaboards, the coast of northern Isabela, and the northern seaboard of Ilocos Norte. Waves of up to 4.5 metres were projected off parts of Ilocos Sur, Aurora, Camarines Norte, Camarines Sur, the Polillo Islands, and Catanduanes.
PAGASA urged all mariners in the most severely affected areas to remain in port or seek safe harbor immediately, warning that sea travel is risky for all vessel types and tonnages. Operators of small craft and motorbancas were advised not to venture out in areas with rough seas of up to 4.0 metres, and mariners in areas with moderate to rough seas of up to 2.5 metres were told to take precautionary measures.
Rainfall Advisory and Other Warnings
PAGASA directed the public to Weather Advisory No. 11, also issued at 5:00 AM Friday, for the heavy rainfall outlook linked to Rosal. The agency cautioned that heavy rainfall and severe winds may still be felt in localities outside the forecast confidence cone and beyond the landfall point, and that the storm's track may still shift within the cone's limits.
Guidance for the Public and DRRM Offices
DOST-PAGASA called on the public and local disaster risk reduction and management offices to take all necessary steps to protect lives and property. Residents in areas identified as highly or very highly susceptible to hazards were urged to comply with evacuation orders and other directives from local authorities. The agency also advised the public to monitor advisories from their local PAGASA Regional Services Division for area-specific heavy rainfall warnings, thunderstorm advisories, and other severe weather updates.
The next tropical cyclone bulletin was scheduled for release at 11:00 AM on Friday, October 23, 2026, PAGASA said.
