A low pressure area (LPA) detected east of the Philippines is poised to enter the Philippine Area of Responsibility (PAR) between Tuesday evening and Wednesday morning, threatening to intensify the prevailing southwest monsoon and unleash widespread rains across the archipelago. Currently positioned approximately 1,525 to 1,740 kilometers east of Eastern Visayas and southeastern Luzon, this developing weather system, should it strengthen into a tropical cyclone within the monitoring domain, will be given the local name "Kiyapo."

The potential formation and trajectory of "Kiyapo" carry significant implications for millions, raising the specter of severe flooding and landslides across vulnerable regions already grappling with monsoon-induced rainfall. Its projected enhancement of the "habagat," or southwest monsoon, promises a deluge that could disrupt daily life, endanger communities, and strain disaster response capabilities, underscoring the urgent need for heightened preparedness from Luzon to Mindanao.

PAGASA weather specialists have been closely monitoring the cloud clusters that coalesced into this LPA on Monday evening. While the initial chance of this system intensifying into a typhoon is considered low, according to PAGASA weather specialist Veronica Torres, this probability increases significantly beyond the 24-hour mark, signaling a potential for rapid evolution. Earlier reports from PAGASA weather specialist Grace Castañeda-Carpio had highlighted these cloud clusters east of Visayas and Mindanao as areas of concern for potential LPA formation within a day. This aligns with the bureau's broader assessment, which identified a low to moderate probability of tropical cyclone formation over the Philippine Sea east of Visayas and Mindanao from July 20 to 26.

Should "Kiyapo" indeed mature into a tropical cyclone, PAGASA forecasts suggest it could traverse Northern Luzon by the upcoming weekend. Even without full intensification, its gradual approach is already expected to significantly enhance the southwest monsoon. This enhancement is predicted to initially bring increased rainfall to Palawan, the Visayas, and Mindanao, before spreading wetter conditions across many other parts of the country as the week progresses and into the weekend.

The southwest monsoon has already been the dominant weather system, delivering scattered rain showers and thunderstorms across the western sections of Luzon, Visayas, and Mindanao. PAGASA’s latest advisories indicate that specific areas such as parts of Mindanao, Western Visayas, the Negros Island Region, Central Visayas, and Palawan are currently experiencing these monsoon-driven rains. In contrast, regions like Metro Manila and the rest of Luzon have primarily observed partly cloudy to cloudy skies, with isolated rain showers and thunderstorms resulting from localized storm activity rather than widespread monsoon effects.

However, the forecast for the next 24 to 48 hours paints a far more concerning picture for specific areas. A weather advisory issued by PAGASA late Tuesday night warned of a heavy rainfall outlook attributable to the southwest monsoon. Regions targeted include Maguindanao del Norte, Sultan Kudarat, Sarangani, Antique, Negros Occidental, Negros Oriental, Lanao del Norte, and Lanao del Sur. These areas are identified as being at high risk for widespread severe flooding and landslides, particularly in urbanized, low-lying areas, or those situated adjacent to major river systems.

Beyond the immediate threat to these regions, localized flooding and landslides are also deemed likely in highly susceptible areas across Northern Luzon. This includes Batanes, Cagayan, Ilocos Norte, Apayao, Kalinga, Abra, and Isabela, where rainfall could be significantly higher, especially within mountainous and elevated terrains. Residents in these geographically vulnerable areas are urged to maintain vigilance and prepare for potential hazards.

PAGASA Visayas weather specialist Ever John Tenio further elaborated on the localized impacts for the central Philippines, noting that the developing LPA near the eastern boundary of PAR is anticipated to enter by Wednesday morning, July 22. This entry is expected to further enhance the southwest monsoon, bringing cloudy skies with light to moderate rains to Cebu and Central Visayas. These conditions are projected to begin on Thursday, July 23, and continue through the weekend, requiring residents in these provinces to make preparations for increasingly wet weather.

The state weather bureau has consistently advised the public and all disaster risk reduction and management offices nationwide to undertake all necessary precautions to safeguard lives and property. Flash floods and landslides remain paramount concerns, particularly during periods of moderate to heavy rains and severe thunderstorms. Despite the heightened rainfall outlook, sea conditions are generally expected to remain manageable across the country, with no gale warnings currently in effect, and coastal waters ranging from slight to moderate.

This period of intensified weather activity aligns with PAGASA's broader climate outlook for July, which had initially anticipated the development or entry of two to four tropical cyclones into the Philippine Area of Responsibility. While an El Niño phenomenon is expected to emerge later in 2026 and extend into early 2027, potentially leading to a decrease in the overall number of tropical cyclones, the bureau has also cautioned that any systems that do form during such periods could reach significant intensities, including typhoon or even super typhoon strength. Furthermore, heavy rainfall events associated with an enhanced southwest monsoon are projected to persist in the western parts of Luzon and Visayas until September, irrespective of tropical cyclone formation.

As the nation navigates the immediate challenges of the ongoing monsoon and the looming potential of "Kiyapo," communities are called upon to remain continuously informed through official PAGASA advisories. Preparing emergency kits, establishing clear evacuation plans where necessary, and exercising extreme caution will be crucial in the coming days, which will determine the full scope of this evolving weather scenario on the lives and livelihoods of millions across the Philippine archipelago.
