SIBULAN, Negros Oriental — Police have taken three of four suspects into custody in connection with the robbery-with-homicide killing of American marine biologist Kent Edward Carpenter, 73, following sustained hot-pursuit operations that yielded two arrests and one voluntary surrender within hours on the night of July 15 and early morning of July 16, 2026, the Police Regional Office–Negros Island Region (PRO NIR) announced.
Gunman and Second Suspect Arrested Within the Hour
The first suspect, Mark Bucog Oracoy, 26, of Purok 5, Barangay Ajong, Sibulan, was arrested at approximately 9:56 p.m. on July 15. Police identified Oracoy as the gunman in the attack.
Less than an hour later, operatives apprehended a second suspect, Jal Piañar Filipinas, 40, of Purok 6, Barangay Ajong, at about 10:35 p.m. the same night. Both arrests were carried out by the Negros Oriental Police Provincial Office (NOrPPO) and the Special Investigation Task Group (SITG) "Carpenter," which was formed specifically to pursue those responsible for the July 12 attack.
Lookout Surrenders in Pre-Dawn Hours
Operations continued into the early morning of July 16, when Ciem Mansing Diputado, 21, of Purok 2, Barangay Ajong — described by police as a lookout — voluntarily surrendered at about 4:06 a.m. All three individuals now face charges of robbery with homicide.
According to PRO NIR, the three in custody were informed of the nature of their arrest and of their rights under the Miranda Doctrine in a language they understood, and are undergoing documentation and the filing of charges.
Fourth Suspect Still at Large
A fourth suspect remains at large and is being actively pursued. Police said the identity of the remaining suspect was provided by those already in custody, and follow-up operations are ongoing.
Multi-Agency Task Force Behind the Breakthrough
The arrests stemmed from a coordinated investigation led by the Sibulan Municipal Police Station under officer-in-charge PCPT Mary Jean C. Gutierrez, in collaboration with the Criminal Investigation and Detection Group (CIDG) Negros Oriental Provincial Field Unit, the Provincial Intelligence Unit under PLTCOL Ser Ulrick Christian E. Gelera, and SITG-Carpenter under NOrPPO Provincial Director PCOL Timmar J. Alam.
The Attack on Carpenter
Carpenter, a professor of biological sciences at Old Dominion University in Virginia, was shot in the head on the night of July 12 after intruders forced their way into his home in Barangay Ajong, Sibulan, while he was watching television with his companion. He died from the wound.
The intruders fled with cash, a laptop, and other valuables, according to investigators, who have cited robbery as the apparent primary motive. Police noted that other angles remain under review.
Carpenter was a longtime collaborator of Silliman University in Dumaguete City and was widely recognized for work that helped establish the Philippines as a global center of marine biodiversity. He also served as an expert witness for the Philippines in the landmark 2016 South China Sea arbitration case.
Companion and Sibling Named Persons of Interest
A day before the arrests, investigators cited inconsistencies in the account of Carpenter's surviving companion and named her and a sibling as persons of interest in the case. Police stressed that the designation does not make them suspects, and the investigation into all angles continues.
Regional Director Vows to Pursue All Those Responsible
PRO NIR Regional Director PBGEN Romano V. Cardiño lauded the operating units and called the developments a significant milestone in the pursuit of justice.
"We assure the victim's family, the foreign community, and the public that PRO NIR will relentlessly pursue all those involved until everyone responsible is held accountable before the law," Cardiño said.
