Motorcycle Fleet Inspection and Safety Enhancement
Following the flag ceremony, NOrPPO conducted a comprehensive inspection of Local Government Unit-issued motorcycles and distributed safety helmets to motorcycle patrollers at the front of the NOrPPO Administrative Building within the same camp facility.
The motorcycle inspection was attended by key NOrPPO personnel including Police Lieutenant Colonel Nerito S. Lobrido, Chief of the Provincial Administrative and Resource Management Unit (PARMU); Police Lieutenant Colonel Marlon J. Mallorca, Chief of the Provincial Intelligence Unit (PIU); Police Major Elpidio R. Tago-an Jr., Chief of the Provincial Crime Analysis and Detection Unit (PCADU); and Police Captain Tejay Rochelle Y. During the inspection, Colonel Alam assessed the condition and operational readiness of the LGU-issued Honda CRF motorcycles, ensuring proper maintenance and field deployment readiness. The inspection covered mechanical conditions, fuel systems, safety equipment, and overall vehicle presentation standards.
Safety Protocol Implementation
The helmet distribution initiative directly addresses safety concerns for motorcycle patrollers operating throughout Negros Oriental's diverse terrain. Colonel Alam emphasized strict adherence to safety protocols during the distribution ceremony, reminding all personnel to maintain cleanliness, serviceability, and presentable condition of their issued motorcycles.
Motorcycle patrollers from various units and stations across the province participated in the safety equipment distribution. The initiative reflects NOrPPO's commitment to personnel welfare while maintaining operational effectiveness in rural and urban patrol areas throughout Negros Oriental.
The safety enhancement program comes as motorcycle patrols play increasingly important roles in community policing, rapid response operations, and accessibility to remote barangays across the province's mountainous and coastal areas.
Operational Capability Strengthening
The dual activities demonstrate NOrPPO's focus on maintaining high operational standards while recognizing personnel achievements. The flag raising ceremony continues to serve as a vital platform for strengthening camaraderie, instilling core values, and reminding personnel of their responsibility in maintaining peace, order, and public safety throughout Negros Oriental.
The motorcycle inspection and helmet distribution highlight the organization's commitment to modernizing patrol capabilities while prioritizing officer safety. Honda CRF motorcycles provide enhanced mobility for police operations in both urban centers like Dumaguete City and rural municipalities across the province.
Colonel Alam's leadership emphasizes the importance of equipment readiness and personnel safety as foundational elements of effective law enforcement. The inspection protocols ensure that patrol vehicles meet operational standards required for emergency response, routine patrols, and community engagement activities.
Weekly Tradition Reinforces Values
The Monday flag raising ceremony represents a long-standing tradition within the Philippine National Police system, designed to reinforce institutional values and maintain discipline among personnel. At NOrPPO, these weekly gatherings provide opportunities to recognize outstanding performance and communicate organizational priorities.
Camp Lt. Col. Francisco C. Fernandez Jr., named after a distinguished military officer, serves as the provincial headquarters for police operations across Negros Oriental's 19 municipalities and 6 cities. The facility in Barangay Agan-an, Sibulan, provides centralized command and administrative functions for the province's law enforcement activities.
The Certificate of Commendation awards distributed during the ceremony recognize personnel contributions to crime prevention, community relations, administrative excellence, and special operations. These recognition programs maintain morale and encourage continued professional development among NOrPPO personnel.
Commitment to Service Excellence
According to the official statement, NOrPPO remains steadfast in its commitment to serve and protect with integrity, honor, and excellence. The organization operates under the broader PNP mandate of "Bagong PNP para sa Bagong Pilipinas — Serbisyong Mabilis, Tapat at Nararamdaman" (New PNP for the New Philippines — Fast, Honest, and Felt Service).
The combined activities on April 13, 2026, reflect ongoing efforts to balance recognition of personnel achievements with practical improvements to operational capabilities. The motorcycle patrol enhancement program supports community policing initiatives while ensuring officer safety during field operations.
