The Philippine National Police has activated a Special Investigation Task Group to pursue the three gunmen who forced their way into the Sibulan home of American marine biologist Kent Edward Carpenter and shot him dead while he watched television, the Police Regional Office–Negros Island Region (PRO NIR) announced on Tuesday, July 14.
The task group, designated SITG Carpenter, was formed to accelerate the resolution of the July 12 killing in Purok 3, Barangay Ajong, Sibulan, Negros Oriental. Carpenter's 34-year-old Filipino companion was also wounded in the attack and is being treated as a key witness.
Three Armed Men Enter Home, Shoot Victim in the Head
According to PRO NIR, initial investigation established that at approximately 11:30 p.m. on Sunday, July 12, three still-unidentified men forcibly entered the residence while Carpenter and his companion were watching television. One of the intruders, armed with a handgun, shot the 73-year-old American in the head. All three suspects fled the scene immediately after.
Carpenter was pronounced dead at the scene. His companion sustained wounds and is currently undergoing medical and forensic examination. Police have not yet established a motive for the killing.
SITG Carpenter: Composition and Mandate
PRO NIR said SITG Carpenter is composed of investigators and specialized units drawn from the regional office. The task group's mandate covers case buildup, intelligence gathering, evidence processing, and the immediate identification and apprehension of the perpetrators.
Forensic examinations are underway on both victims to establish all relevant medico-legal findings. Investigators are conducting backtracking and forward-tracking operations, which include review of possible closed-circuit television footage, witness interviews, intelligence validation, and reconstruction of suspect movements before and after the incident. Coordination with other law enforcement units and partner agencies has also been strengthened, according to PRO NIR.
Regional Director Vows Full Accountability
PRO NIR Regional Director PBGEN Romano V. Cardiño issued a strong statement condemning the killing and pledging the full weight of the regional police behind the investigation.
"We strongly condemn this senseless act of violence. I have directed our investigators to exhaust all legal means to identify and apprehend those responsible at the soonest possible time. We assure the victim's family, the community, and our foreign visitors that this case is being treated with utmost urgency, and no effort will be spared until justice is served."
Cardiño's statement was released by PRO NIR on Tuesday, two days after the killing.
Who Kent Edward Carpenter Was
Carpenter, 73, was a professor of biological sciences at Old Dominion University in Virginia and served as manager of the International Union for Conservation of Nature (IUCN) Global Marine Species Assessment. He had dedicated decades of his career to the study of Philippine marine fishes, beginning in 1975.
He co-authored a landmark 2005 study that identified the Verde Island Passage as the center of marine shore fish biodiversity — the research that established the Philippines as what scientists describe as the "center of the center" of global marine life. He also campaigned actively for the Verde Island Passage to be designated a UNESCO World Heritage Site.
Two fish species have been named in his honor. His death has drawn expressions of grief and calls for justice from Filipino scientists and conservation groups.

PRO NIR has appealed to anyone with information that may assist the investigation to contact the nearest police station or the Sibulan Municipal Police Station directly. The office assured that all information provided will be treated with strict confidentiality.
