In Pampanga, a sprawling province in Central Luzon, several areas have been submerged in waist-deep floodwaters for nearly three weeks. Malacañang, the official residence and principal workplace of the President of the Philippines, has taken preemptive action in response to the anticipated heavy rains. A memorandum circular was issued, ordering government work and classes in 15 provinces across Luzon to shift to alternative arrangements on Tuesday, September 1, 2026. This measure aims to safeguard public safety and minimize risks associated with travel and exposure during hazardous weather conditions.

The provinces affected by this directive span a broad geographical reach, underscoring the widespread influence of the monsoon. They include Ilocos Norte, Ilocos Sur, La Union, Pangasinan, Abra, Benguet, Kalinga, Mountain Province, Apayao, Batanes, Nueva Vizcaya, Zambales, Tarlac, Pampanga, and Bataan. Beyond Tropical Depression Pilandok, two other tropical depressions are also contributing to the amplified Habagat. One unnamed tropical depression is currently situated over the northern West Philippine Sea, off the coast of southeastern China, remaining outside the PAR. Another system, Tropical Depression Saudel, which redeveloped from a low-pressure area and was formerly known as Obet, is located west of extreme Northern Luzon, also outside the PAR. These multiple weather disturbances collectively reinforce the southwest monsoon, acting in concert to draw vast amounts of moisture-laden air across the Philippine archipelago.

The confluence of these systems necessitates a vigilant posture across the entire country. PAGASA has issued various rainfall warnings, including Red, Orange, and Yellow alerts, for numerous areas over the past 48 hours. A Red rainfall warning, indicating severe flooding is expected, was previously in effect for areas like Zambales, Tarlac, Bataan, Pampanga, and Metro Manila, with some of these later downgraded to Orange warnings, signifying threatening floods. These alerts serve as critical calls to action, urging communities to implement flood preparedness protocols and initiate evacuations when deemed necessary by local disaster risk reduction and management councils.

Furthermore, marine advisories have been issued, warning of rough to very rough seas over the western seaboards of Luzon, including coastal waters off the Babuyan Islands, Ilocos Norte, Batanes, Ilocos Sur, La Union, Zambales, Pangasinan, and Bataan. Small seacraft, including motorbancas, have been cautioned against venturing out to sea in these treacherous conditions, as the strong to gale-force gusts caused by the enhanced monsoon pose significant risks to maritime activities and the safety of fisherfolk.
