TITLE: TESDA Program Brings Free Skills Certification to OFWs Abroad

Overseas Filipino Workers (OFWs) across major employment hubs in Saudi Arabia and Hong Kong are expressing profound gratitude for a government initiative that delivers essential skills assessment and certification directly to them. The Technical Education and Skills Development Authority's (TESDA) Overseas Assessment Program (OAP) is being lauded as a significant advancement, eliminating the once-prohibitive requirement for OFWs to return to the Philippines to validate their competencies, thereby saving them invaluable time and considerable financial resources.

This innovative program addresses a long-standing logistical and financial burden that thousands of Filipinos working abroad have faced. By allowing OFWs to obtain TESDA National Certificates (NCs) and Certificates of Competency within their countries of employment, the OAP directly bolsters their professional standing in competitive international markets, enhances job security, and streamlines their career advancement without disrupting their livelihoods. It represents a critical evolution in how the Philippine government supports its global workforce, solidifying the nation's reputation as a reliable source of highly skilled talent.

Historically, the process of securing official certification for skills required OFWs to undertake costly and disruptive journeys back to the Philippines. This often meant interrupting employment, foregoing wages, and incurring substantial travel and living expenses, solely to undergo competency assessments. TESDA's OAP fundamentally dismantles this barrier, providing a flexible and accessible pathway to certification that has been met with widespread relief and commendation.

Nuraina Sabdani, an infection control nurse based in Riyadh, eloquently captured the sentiment of many beneficiaries. “We are very grateful for this government initiative,” she remarked, highlighting how the program spares OFWs the necessity and associated expenses of traveling back to the Philippines solely for assessment. Her words underscore the profound impact of a policy that genuinely responds to the practical needs of its overseas workforce. TESDA Secretary Kiko Benitez affirmed the program's vital role, stating that such initiatives ensure Filipino workers, regardless of their global location, have access to opportunities for upskilling, certification, and dignity in work. This vision, he noted, aligns seamlessly with President Ferdinand "Bongbong" Marcos Jr.'s broader objective of cultivating a globally competitive Filipino workforce.

The recent OAP deployments in Saudi Arabia covered a wide array of in-demand qualifications, demonstrating TESDA's responsiveness to market needs. In Riyadh, OFWs underwent assessments for Caregiving NC II, Health Care Services NC II, Massage Therapy NC II, and Barista NC II. The program also marked a significant expansion with the first-ever OAP conducted in Al Khobar, offering assessments for Caregiving NC II and Health Care Services NC II. In Jeddah, the assessments were even more diverse, encompassing Caregiving NC II, Caregiving (Elderly) NC II, Health Care Services NC II, Massage Therapy NC II, Electrical Installation and Maintenance NC II and NC III, PV Systems Installation NC II, and Early Childhood Care Development NC III.

These extensive activities, conducted in partnership with the Philippine Embassy, the Migrant Workers Office (MWO), Procare Hospital, and the Saudi-Canadian Training & Simulation Center, underscore the extensive collaborative effort behind the initiative. The results speak volumes about the skills of the Filipino workforce: a combined total of 1,056 OFWs in Saudi Arabia were assessed, with an impressive 946 successfully earning their National Certificates, translating to a remarkable 90 percent certification rate. This high success rate not only validates the existing competencies of Filipino workers but also demonstrates the effectiveness and rigor of the assessment process conducted overseas.

Similarly, in Hong Kong, TESDA carried out specialized assessments focused on Massage Therapy NC II. Out of 57 OFWs who participated, 49 successfully obtained their National Certificates, achieving an 86 percent certification rate. These consistent, high success rates across different locations and skill sets are a testament to the inherent capabilities of Filipino workers and the efficacy of the OAP in identifying and formalizing those skills.

The OAP is not an isolated effort but a crucial component of TESDA's overarching mandate to build a globally competitive Filipino workforce. The agency's commitment to developing human capital is evident in its meticulously crafted certification system, which is anchored on industry-validated competency standards. This rigorous validation process, involving both local industry experts and international partners, is critical in ensuring that Filipino workers possess qualifications that are not only recognized but also highly valued in international labor markets. These certifications serve as tangible, credible proof of competencies, significantly enhancing the mobility and employment prospects of Filipino professionals in an increasingly interconnected global economy.

Further solidifying its commitment to OFWs, TESDA, along with the Overseas Workers Welfare Administration (OWWA), recently signed a landmark Memorandum of Agreement in Hong Kong. This pact is designed to strengthen comprehensive collaboration on various fronts, including skills development, ongoing assessment and certification, scholarship support, and vital reintegration services for OFWs and their families. This institutionalized partnership aims to streamline the support system for Filipino workers from pre-deployment to their return, addressing a holistic range of their needs and ensuring sustained assistance throughout their migratory journey.

The ripple effect of these programs extends far beyond individual career advancement and personal convenience. By strengthening the skills and credentials of its overseas workforce, the Philippines fortifies its human capital, expands access to quality employment opportunities globally, and ensures a steady flow of remittances that are critical to sustaining millions of Filipino families and communities back home. These efforts are not merely about individual success stories; they are about reinforcing the Philippines' reputation as a reliable source of highly skilled, world-class talent, ready to meet the demands of global industries.

This shift marks a significant evolution in the Philippine government's strategy to support its "modern-day heroes." For decades, the nation has relied on the remittances of its overseas workers, yet the infrastructure for validating and enhancing their professional standing abroad has often lagged. The OAP and related initiatives reflect a proactive approach to investing in human capital, ensuring that the contributions of OFWs are maximized through official recognition and continuous development. This strategic embrace of on-site services directly addresses previous logistical hurdles, demonstrating a tangible commitment to the welfare and professional growth of Filipinos working overseas.

As global demand for skilled labor continues its upward trajectory, TESDA remains steadfast in its mission to develop a future-ready workforce that exemplifies Filipino excellence on the international stage. The OAP, with its free, accessible, and globally recognized certification services, stands as a beacon of hope and a pathway to dignity and prosperity for countless Overseas Filipino Workers, allowing them to truly thrive in their chosen careers while contributing significantly to their nation's economic resilience.
