A senior commander of the New People's Army was captured following an armed confrontation in Bulalacao, Oriental Mindoro last Wednesday, October 14, 2026, with the Philippine Army extending medical assistance to the detained rebel even as 11 warrants of arrest covering murder and other violent offenses were simultaneously served against him.
Senior NPA Figure Apprehended in Barangay San Roque
The 203rd Infantry (Bantay Kapayapaan) Brigade identified the captured individual as Miguel Magbata, known by the alias "Mikoy." According to the brigade, Magbata functioned as a senior NPA leader responsible for the armed group's operations across the municipalities of Roxas, Mansalay, and Bulalacao in southern Oriental Mindoro.
The 203rd Brigade said the encounter took place in Sitio Bagao, Barangay San Roque, Bulalacao. Following the engagement, government troops recovered a high-powered firearm along with assorted war materiel that fleeing rebel members had left behind.
First Aid Administered on Site, Followed by Hospital Examination
Soldiers from the 1st Infantry (Always First) Battalion immediately rendered first aid to Magbata at the scene of the clash, the 203rd Brigade said. He was subsequently transported to the Oriental Mindoro Southern District Hospital, where he underwent a physical examination.
Military-released photographs showed a health worker monitoring Magbata's blood pressure and oxygen levels with a soldier present at his side. A booking photo bearing the date October 16, 2026 lists attempted homicide as one of the charges filed against him.
Roxas Municipal Trial Court Issues 11 Criminal Warrants
The 203rd Brigade said the 11 warrants of arrest were issued by the Roxas Municipal Trial Court and cover charges that the Army listed as murder, attempted murder, and attempted homicide, stemming from cases filed before various courts in Oriental Mindoro. The brigade said Magbata's culpability for all charges will be determined through judicial proceedings. He has not been convicted of any offense. The position of Magbata or his legal counsel had not been obtained as of press time.
Brigade Commander Cites Duty to Treat Detainees Humanely
Brigadier General Melencio Ragudo, commander of the 203rd Brigade, said that ensuring the detainee's safety and medical welfare was consistent with military protocol and the Army's obligation toward persons under its custody.
"We have a responsibility to ensure that he is treated humanely. However, the serving of his warrant is a part of our legal system, and it is good to know that he is showing early signs of cooperation so he will receive the necessary support regardless of the charges filed against him," Ragudo said.
2nd Division Commander: Humane Treatment Does Not Waive Accountability
Major General Arsenio Sadural, who has commanded the 2nd Infantry (Jungle Fighter) Division since August 2026, said the care extended to Magbata reflects the Army's standing obligation to uphold human dignity, including for Filipinos involved in the communist armed movement.
"Many of those who joined the armed movement are fellow Filipinos who were drawn into a conflict that has already affected so many lives and separated many families. Even when they are captured during military operations, they remain entitled to humane treatment and the protection of their rights," Sadural said.
Sadural made clear, however, that providing medical care does not override legal accountability. "Providing medical care and treating a captured rebel with dignity does not mean setting aside accountability, judicial process must be allowed to take its course," he said. He added that the option of laying down arms remains available to those still active in the movement.
Military Operations Against NPA in Mindoro to Press On
The 2nd Infantry Division said lawful military operations against remaining NPA units in Mindoro will continue, with the division committed to observing human rights standards and International Humanitarian Law throughout. The division noted that Mindoro remains among the few areas in the country where NPA units are still active, according to the Philippine Army's 2nd Infantry Division.
