DUMAGUETE CITY, Negros Oriental — The Negros Oriental Police Provincial Office conducted its third Command Conference on April 2, 2026, while simultaneously announcing the arrest of the region's most wanted person in Tayasan, marking a significant milestone in the province's law enforcement operations.
The conference, led by PCOL Timmar J. Alam, officer-in-charge of the provincial director's office, was held at Sea Horizon in Barangay Mayabon, Zamboanguita, Negros Oriental. The gathering brought together key police officials to review operational priorities and strengthen enforcement directives across the province.
PBGEN Arnold Thomas C. Ibay, regional director of the Police Regional Office Negros Island Region, attended the conference alongside members of the command group, provincial and special staff, chiefs of police from city and municipal police stations, and other NOrPPO personnel.
Strategic Review and Operational Planning
According to police officials, the gathering served as a crucial venue to reiterate existing directives, discuss actionable items from the previous command conference, and evaluate operational accomplishments across different areas of responsibility in the province.
The conference emphasized the continuing effort of the Philippine National Police in Negros Oriental to tighten coordination among field units and ensure all stations remain aligned with current operational priorities, particularly during periods requiring heightened police visibility and rapid response.
Officials highlighted the importance of sustaining proactive law enforcement measures as the province prepares for Holy Week, Summer Vacation 2026, and other major activities that traditionally draw increased public movement and gatherings.
Crime Prevention Focus for Peak Season
Police said these periods often require intensified monitoring, stronger crime prevention measures, and closer coordination among local police units to ensure public safety and maintain peace and order.
The regional director stressed the need for stronger crime prevention and crime solution efforts, reminding police units to remain focused on operational discipline, swift action on priority concerns, and effective implementation of standing directives in all jurisdictions.
The conference also recognized deserving chiefs of police for exemplary performance and dedication to public service, highlighting the role of local station leadership in delivering frontline police services and ensuring directives from higher headquarters are carried out efficiently on the ground.
Regional Most Wanted Person Captured in Tayasan
On the same day as the command conference, police announced a major operational breakthrough with the arrest of the Regional Most Wanted Person No. 1 in Tayasan, a suspect facing four counts of qualified rape of a minor.
The operation was carried out by personnel of the Tayasan Municipal Police Station under the direct supervision of PCPT Arturo T. Marfil III, officer-in-charge, in coordination with the Regional Intelligence Unit of Police Regional Office Negros Island Region.
According to police, the arrest was made in Barangay Poblacion, Tayasan, Negros Oriental through the implementation of duly issued warrants of arrest. The suspect is now under custody of Tayasan Municipal Police Station for proper booking and disposition.
Coordinated Intelligence Operations
Authorities said the arrest formed part of the continuing intensified campaign of the Negros Oriental Police Provincial Office against wanted persons, a campaign that provincial police leaders have repeatedly identified as one of their priority law enforcement thrusts.
Police described the operation as a result of coordination, planning, and professionalism among the involved units, saying it demonstrated the commitment of operating personnel to uphold the rule of law and protect communities through sustained enforcement actions.
The arrest of a high-value wanted person on the same day as the command conference gave added weight to the police leadership's message that directives discussed during provincial-level meetings must translate into concrete law enforcement results on the ground.
Warrant Service and Intelligence Coordination
For local police units, the operation served as a reminder of the continuing importance of warrant service, intelligence coordination, and target monitoring in ensuring that persons facing serious criminal charges are brought before the justice system.
NOrPPO said the successful arrest underscores the firm resolve of operating units to account for individuals with outstanding warrants and deliver them into lawful custody.
Police officials added that the accomplishment reflects the broader provincial objective of sustaining aggressive and focused law enforcement operations throughout Negros Oriental, particularly against wanted persons and other law violators who pose threats to public safety.
Dual Leadership and Operational Success
The developments on April 2 highlighted two key aspects of current policing efforts in the province: strategic command direction at the leadership level and actual enforcement outcomes at the operational level.
All personnel were directed to continue proactive policing, maintain readiness, and strengthen the implementation of operational directives in their respective areas of responsibility.
The event reflected not only an internal review of performance and targets, but also a broader push to reinforce police visibility, coordination, and accountability across Negros Oriental as authorities confront both regular law enforcement challenges and seasonal security demands.
Preparations for Holy Week and Summer Season
As Holy Week and the summer season approach, police authorities are expected to sustain security preparations, increase police presence in key areas, and reinforce crime prevention efforts amid heavier travel, public gatherings, and religious activities.
For the Negros Oriental Police Provincial Office, the conference and the successful manhunt operation served as parallel indicators of an ongoing campaign to strengthen internal coordination while ensuring that law enforcement efforts produce visible and measurable results.
The provincial police office said it remains steadfast in its commitment to sustain peace and order operations, support the implementation of regional and national directives, and continue pursuing persons wanted by law in order to protect communities across Negros Oriental.
The simultaneous occurrence of the strategic planning conference and the high-profile arrest demonstrates the multi-faceted approach of law enforcement agencies in addressing both administrative coordination and active field operations in their pursuit of enhanced public safety across the province.
