The Regional Intelligence Division also presented a security assessment of armed groups and other identified threats, giving PBGEN Reales a firsthand picture of the challenges confronting the region and the ongoing efforts of PRO NIR units to address them.

In his initial guidance to PRO NIR personnel, PBGEN Reales stressed that the fundamental duty of the police is to prevent and solve crimes, with greater emphasis on crime prevention through a visible and active police presence in communities, according to the PRO NIR statement.
He called on officers and personnel to return to the basics of policing — maintaining a strong presence on the streets, where the visibility of police officers can deter criminal activity before incidents occur. He also stressed the importance of effectively solving crimes when they do happen, while upholding discipline, professionalism, and the integrity of the police organization.
