The Police Regional Office Negros Island Region (PRO NIR) formally welcomed Police Brigadier General Rudecindo L. Reales as its new Regional Director during an Arrival Honors Ceremony held on September 8, 2026, at the PRO NIR Administration Building, Camp Alfredo M. Montelibano Sr., Barangay Estefania, Bacolod City — one day after his formal assumption of command on September 7.

Arrival Honors and Command Group Reception

Upon his arrival at the regional headquarters, PBGEN Reales was accorded full Arrival Honors by PRO NIR personnel, according to a statement released by the PRO NIR Public Information Office. He was received by the PRO NIR Command Group, Regional Staff, Personal Staff, Provincial and City Directors, the Regional Mobile Force Battalion Commander, and Chiefs of National Support Units.

Following the honors ceremony, PBGEN Reales participated in a meet-and-greet with PRO NIR officers and personnel, giving him the opportunity to interact directly with the men and women who carry out the regional command's mission across the Negros Island Region. He subsequently signed the PRO NIR Guest Book, formally marking the beginning of his tenure as Regional Director.

Command Briefing at Kanlaon Hall

The day's activities continued at Kanlaon Hall, where a comprehensive command briefing was conducted to orient the new regional director on PRO NIR's structure and operations, the PRO NIR statement said. The briefing included formal introductions of the Regional Staff, Personal Staff, Chiefs of National Support Units, the Regional Mobile Force Battalion Force Commander, and Provincial and City Directors.

The briefing covered PRO NIR's organizational structure, operational accomplishments, crime prevention and crime solution efforts, and the prevailing peace and security situation across the Negros Island Region. The Regional Intelligence Division also presented a security assessment of armed groups and other identified threats, giving PBGEN Reales a firsthand picture of the challenges confronting the region and the ongoing efforts of PRO NIR units to address them.

Reales Calls for Return to Basic Policing

In his initial guidance to PRO NIR personnel, PBGEN Reales stressed that the fundamental duty of the police is to prevent and solve crimes, with greater emphasis on crime prevention through a visible and active police presence in communities, according to the PRO NIR statement.

He called on officers and personnel to return to the basics of policing — maintaining a strong presence on the streets, where the visibility of police officers can deter criminal activity before incidents occur. He also stressed the importance of effectively solving crimes when they do happen, while upholding discipline, professionalism, and the integrity of the police organization.

"Every action and decision reflects on the credibility of the PNP," PBGEN Reales reminded personnel, urging them to exercise sound judgment, protect the trust of the public, and ensure that their conduct does not put their careers or families at risk, as quoted in the PRO NIR statement.

PBGEN Reales emphasized personal responsibility as a cornerstone of a strong police organization, according to PRO NIR. He noted that discipline is reflected not only in the uniform officers wear but in the choices they make every day.
