Cebu City authorities have dealt a significant blow to the local illegal drug trade, seizing an estimated ₱884,000 worth of methamphetamine hydrochloride, commonly known as shabu, and apprehending four individuals across two meticulously executed operations. These coordinated efforts, spearheaded by the Philippine Drug Enforcement Agency in Central Visayas (PDEA-7) and the Cebu City Police Office (CCPO), unfolded within hours of each other on Wednesday, May 27, signaling an intensified crackdown on illicit drug distribution networks.

These operations collectively represent more than a mere tally of arrests and confiscated narcotics; they signify a tangible disruption to the criminal infrastructure that fuels addiction and instability in urban communities. Each gram of shabu removed from circulation and every alleged dealer taken into custody directly impacts the supply chain, weakening the financial incentives for drug syndicates and offering a measure of relief to neighborhoods grappling with the pervasive challenges of illegal substances.

The first major bust, occurring around 4:47 p.m., targeted a high-value individual in General Gines Street, Barangay Suba. Operatives from the PDEA-7 Regional Special Enforcement Team, working in conjunction with the Sawang Calero Police Station, successfully apprehended a 41-year-old jobless man known only by his alias, “Jojo Master.” PDEA-7 officials had identified "Jojo Master" as a significant figure within the local drug scene, a designation borne out by the substantial quantity of illicit substances recovered.

Authorities found five packs of suspected shabu in his possession, collectively weighing approximately 120 grams. These narcotics carried an estimated street value of ₱816,000, representing a considerable disruption to the illegal drug supply chain in the area. The operation was the culmination of an intensive two-week case buildup, initiated by crucial intelligence provided by a confidential informant.

Investigators further alleged that "Jojo Master" possessed the capacity to distribute up to 500 grams of illegal drugs on a weekly basis, underscoring the scale of his involvement in the illicit trade. Disturbingly, PDEA-7 disclosed that the suspect had a prior entanglement with the law, having been arrested in 2024 for illegal drug possession under the Comprehensive Dangerous Drugs Act of 2002, only to be subsequently acquitted. He now faces renewed charges for selling and possession of illegal drugs under the same stringent law.

Later that evening, around 8:50 p.m., the anti-drug campaign shifted its focus to Sitio Kamanggahan, Barangay Labangon. This operation, a collaborative effort involving PDEA-7 operatives and personnel from the Labangon Police Station, resulted in the successful dismantling of a suspected drug den. Three individuals were taken into custody during this raid, pointing to a more communal aspect of drug activity.

Among those arrested was a 38-year-old construction worker, identified as alias “Ontoy,” who authorities pinpointed as the alleged maintainer of the illicit establishment. Also apprehended were two alleged drug den visitors, identified by their aliases “Bonifacio,” 38, and “Mark,” 39. Both "Bonifacio" and "Mark" are residents of Barangay Labangon, indicating the localized nature of the drug den's operations.

From the suspected drug den, authorities confiscated six packs of suspected shabu, weighing approximately 10 grams, with an estimated market value of ₱68,000. In addition to the shabu, law enforcement also recovered a strip of tin foil containing traces of suspected shabu, marked buy-bust money, and various drug paraphernalia, all of which will serve as crucial evidence in the forthcoming legal proceedings. This operation, like the one in Suba, stemmed from information provided by a confidential informant and followed a month-long case buildup.

Leia Alcantara, PDEA-7 information officer, noted that the alleged drug den operated by “Ontoy” was believed to be capable of distributing between 20 to 30 grams of shabu per week, indicating a consistent flow of narcotics through the establishment. Alcantara also highlighted that "Mark," who was caught using shabu inside the den, had a prior arrest in 2021 for drug-related offenses and had already served his sentence. The suspects arrested in Labangon will face charges ranging from maintaining a drug den, visiting a drug den, possession of drug paraphernalia, and use of illegal drugs, all under Republic Act 9165.

These twin successes in Barangay Suba and Barangay Labangon are not isolated incidents but rather reflective of a broader, more aggressive stance taken by law enforcement in Cebu City against the pervasive threat of illegal narcotics. Indeed, on the very same day, Cebu City police achieved another significant breakthrough in Barangay Kalunasan. In an operation conducted at 11:05 p.m. on May 27, officers from Police Station 9 in Guadalupe, in coordination with the Cebu City Police Office City Intelligence Unit, arrested two high-value individuals identified as aliases “Abe” and “Lian.” This particular operation yielded an even larger haul, with authorities seizing a staggering 875 grams of shabu, carrying a standard drug price of ₱5.9 million, underscoring the relentless nature of the drug problem and the intensified efforts to combat it.

Police Brigadier General Arnold Abad, acting director of Police Regional Office 7, commended the operating units for these successful seizures, emphasizing the importance of sustained anti-criminality efforts to ensure public safety. Abad underscored that these operations are part of the Department of the Interior and Local Government (DILG) Safer Cities Initiative, a comprehensive program designed to strengthen the enforcement of local regulations and curb crime and illegal drug activities in urban centers across the nation.

The consistent interception of significant quantities of shabu and the apprehension of both high-value targets and drug den operators underscore the persistent challenges posed by illegal drugs in the Philippines, even as authorities demonstrate an unwavering resolve. The collective street value of the confiscated drugs in these recent operations represents not merely a monetary figure, but a profound disruption to the criminal enterprises that profit from addiction and societal decay, often preying on vulnerable communities.

Police Brigadier General Abad affirmed the commitment, stating, "This successful operation reflects our intensified commitment to rid communities of illegal drugs and criminal elements." His remarks highlight the crucial inter-agency coordination that makes these comprehensive anti-narcotics efforts possible, bringing together different arms of law enforcement to target various facets of the drug trade. The ongoing pressure aims to dismantle drug networks from street-level dealers to larger distributors.

As the legal proceedings against "Jojo Master," "Ontoy," "Bonifacio," and "Mark" commence, along with "Abe" and "Lian" from the Kalunasan bust, authorities are poised to continue their relentless campaign. Further investigations are expected to delve deeper, aiming to uncover larger syndicates and trace the sources of these drugs, thereby further weakening the foundations of the illegal drug trade in Central Visayas.
