Police formally filed criminal complaints for robbery with homicide against two suspects on July 17, 2026, in connection with the killing of 73-year-old American marine biologist Kent Edward Carpenter inside his home in Barangay Ajong, Sibulan, Negros Oriental, five days after the fatal attack. All four identified suspects in the case are now in police custody.
Charges Filed Before Provincial Prosecutor
Investigators from Special Investigation Task Group (SITG) "Carpenter" filed the complaints at around 8 a.m. on July 17 before the Office of the Provincial Prosecutor in Dumaguete City against Mark Oracoy, 26, and Jal Filipinas, 40, according to the Police Regional Office–Negros Island Region (PRO NIR). The case was docketed under Docket No. VII-04-INQ-26G-00647 and falls under Article 294, Paragraph 1 of the Revised Penal Code.
The filing comes less than a week after Carpenter was fatally shot inside his residence in Barangay Ajong on July 12, 2026. His live-in partner survived the attack and has since become a key witness in the investigation.
Two Arrested, Two Surrendered in Barangay Ajong
Oracoy and Filipinas were arrested on the evening of July 15, 2026, in Barangay Ajong, Sibulan, in two separate operations conducted less than an hour apart following hot pursuit operations, PRO NIR said.
Sustained police presence in the area prompted two more suspects to turn themselves in. Ciem Diputado, 21, surrendered at about 4:06 a.m. on July 16. Eric Lenihan, 21, surrendered to the Barangay Chairman of Ajong later that same day and was turned over to the Sibulan Municipal Police Station at approximately 11:15 p.m.
PRO NIR confirmed that both Diputado and Lenihan were apprised of their constitutional rights before being placed under police custody. The investigation against the two remaining suspects — Diputado and Lenihan — is continuing, as the robbery with homicide complaints filed on July 17 cover only Oracoy and Filipinas at this stage.
Forensic Work and Intelligence Led to Arrests
SITG "Carpenter" employed multiple investigative methods before identifying and apprehending the suspects, including crime scene reconstruction, forensic examinations, closed-circuit television analysis, intelligence operations, and witness interviews, according to PRO NIR.
The task group was formed specifically to handle the Carpenter case and coordinated across several operating units in the Negros Island Region. PRO NIR said the investigation remains active and that additional legal actions will be pursued as the evidence warrants.
Who Kent Edward Carpenter Was
Carpenter was a marine biologist and a longtime lecturer and researcher at Silliman University in Dumaguete City. He had held a position as a biological sciences professor at Old Dominion University in Norfolk, Virginia, since 1996.
His research on the Philippines and the Coral Triangle — a globally significant marine biodiversity hotspot — contributed to international conservation efforts. At the time of his death, Carpenter was on an extended research assignment in the Philippines and had planned to retire in September 2026.
PRO NIR Director Vows Full Accountability
PRO NIR Regional Director Police Brigadier General Romano V. Cardiño commended investigators and operating units for their swift and coordinated response, describing the pace of the case as a reflection of the Philippine National Police's commitment to evidence-based investigation.
"The swift developments in this case reflect the dedication, professionalism, and strong coordination among our investigators and operating units. While we have made significant progress, our work does not end here. We will ensure that everyone involved is held accountable before the law," Cardiño said.
Cardiño also addressed public safety concerns, stating: "We likewise assure our local communities and foreign visitors that PRO NIR remains steadfast in maintaining peace, protecting lives, and preserving the Negros Island Region as a safe and secure destination for everyone."
The regional director separately thanked residents for their cooperation, saying public support contributed significantly to the progress of the investigation.
