Philippine defense officials have created a dedicated link with Germany's economy ministry, allowing German defense companies to explore the country's military needs. This initiative follows a recent visit by a German business delegation to Quezon City.

A German business delegation recently visited Quezon City, signaling Germany's increased interest in the Philippine defense sector. The visit culminated in the establishment of a direct communication channel between the Department of National Defense (DND) and Germany's economy ministry, aimed at informing German manufacturers about the Philippines' military requirements. This initiative follows a courtesy call on Monday, October 5, 2026, according to a DND statement.

Secretary of National Defense Gilberto C. Teodoro Jr. welcomed the German representatives at Camp General Emilio Aguinaldo. The delegation was led by Ann Hake, policy officer at the German Federal Ministry for Economic Affairs and Energy (BMWE), and was accompanied by German Ambassador to the Philippines Dr. Andreas Michael Pfaffernoschke.

Facilitating Industry Understanding

The primary outcome of the meeting was the creation of a direct working link between the BMWE and relevant DND offices, as the department stated. This arrangement is designed to help German defense industry leaders gain a clearer understanding of the Philippines' military capability requirements and identify potential areas where German companies can contribute to the nation's defense outlook. The DND did not disclose the names of specific companies within the delegation, nor did it identify particular equipment, systems, or projects discussed during the meeting.

The German delegation's visit to the Philippines is part of the BMWE's Market Development Programme. This initiative supports small and medium-sized German enterprises in entering new international markets, indicating Berlin's broader interest in the Philippine defense sector, extending beyond government-to-government ties to include its industrial base, particularly smaller firms.

Strengthening Bilateral Defense Ties

Both the Philippine and German sides acknowledged the growing momentum in their defense relations, which has been evident since the signing of the 2025 Arrangement concerning Defence Co-operation. They reaffirmed their commitment to pursuing defense industry collaboration, identified as a key area under the arrangement, in response to what the DND described as an evolving security environment.

Secretary Teodoro and German Federal Defence Minister Boris Pistorius formally signed this arrangement in Berlin on May 14, 2025. The signing took place on the sidelines of the United Nations Peacekeeping Ministerial meeting.

This pact builds upon a 1974 administrative agreement, which primarily covered the training of Armed Forces of the Philippines personnel in Germany. The 1974 agreement stands as one of the Philippines' oldest defense cooperation frameworks with another country. The newer 2025 arrangement significantly expands cooperation to include critical areas such as cybersecurity, defense armaments and logistics, and UN peacekeeping.

The 2025 agreement was a direct result of Minister Pistorius's 2024 visit to Manila, which marked the first time a German defense minister had visited the Philippines. During that visit, Pistorius and Teodoro announced their plans to pursue a bilateral defense arrangement. At the time of its signing, the arrangement was viewed as a strategic component of Manila's broader strategy to diversify its network of security partnerships beyond its traditional ally, the United States, particularly as the Philippines navigates its position amid the South China Sea dispute.

Toward a Self-Reliant Defense Industry

The DND reiterated its commitment to enhancing partnerships with like-minded countries. It also emphasized its dedication to developing a self-reliant and capable local defense industry that actively supports the modernization efforts of the Armed Forces of the Philippines.
