Standing before local government officials and award recipients in Oroquieta City, Defense Secretary Gilberto C. Teodoro Jr. declared that provincial progress is a shared obligation — not the sole task of elected leaders — during the 4th Araw ng Parangal: Search for Outstanding Misamisnon held at the Oroquieta City Bayfront Arena on November 4, 2026.
The Department of National Defense said the event was staged as part of Misamis Occidental's 97th founding anniversary and recognized residents for outstanding contributions in leadership, professional accomplishments, public service, and community development.
Development Belongs to Everyone, Teodoro Says
According to the Department of National Defense, Teodoro told those gathered that "asenso" is not a destination but an ongoing process requiring cooperation, informed leadership, and genuine civic engagement from all sectors.
"So ang asenso hindi lang 'yan trabaho ng governor, hindi lang 'yan trabaho ng kung sino, trabaho ng lahat," Teodoro said.
The DND further noted that the Secretary stressed the need to protect and sustain gains already made in peace and security, warning that development cannot continue without stable foundations. He also raised the importance of safeguarding the nation's natural resources — particularly maritime resources in the West Philippine Sea — for the sake of future generations.
Youth Challenged on Technology and Climate Change
Teodoro also directed a challenge at younger Misamisnons, calling on them to keep up with rapid advances in technology, infrastructure, environmental protection, and urban planning, the DND reported. He further urged the youth to take an active role in confronting the escalating threats of climate change and disaster risks.
The Secretary framed these as essential components of long-term provincial development but did not announce specific programs or set timelines.
Awardees Recognized as Community Role Models
In closing his remarks, Teodoro extended congratulations to the honorees, saying occasions like the Araw ng Parangal help communities recognize those who can serve as examples for others, according to the DND.
"Please accept our congratulations for your achievements. It's very important na magkaroon tayo ng mga araw na ganito so that we know what is happening in our communities and that we have people who we can make role models and serve as examples, of which all of you are," he said.
Key Officials Present at the Ceremony
The event was attended by Misamis Occidental Governor Henry S. Oaminal, Vice Governor Rowena L. Gutierrez, 1st District Representative Jason P. Almonte, and 2nd District Representative Sancho Fernando F. Oaminal. Asenso Pinoy Party-list Representative Henry F. Oaminal Jr. and Oroquieta City Mayor Lemuel Meyrick M. Acosta were also in attendance.
