It reflects President Bongbong Marcos's consistent emphasis on schools as inviolable "safe zones for learning," a mandate reaffirmed by Secretary of Education Sara Z. Duterte-Carpio Angara, who has declared the protection of children as the department's "absolute priority." The new measures aim to create a multi-layered security architecture, safeguarding students, staff, and visitors, while ensuring that the pursuit of education remains unhindered by threats to safety.

At the operational forefront of DepEd's revamped security protocols is the systematic deployment of handheld metal detectors. In a concerted effort to foster greater community involvement and accountability, Schools Division Offices have been explicitly directed to work in close coordination with local police, parent-teacher associations, and barangay officials. This multi-stakeholder approach is anticipated to strengthen community-based safety efforts significantly, ensuring a unified and localized response to potential security challenges that may arise within or around school vicinities.

Broader national agencies are also being actively engaged to align response protocols and provide comprehensive support. This includes collaboration with the Philippine National Police (PNP), the Union of Local Authorities of the Philippines (ULAP), the Liga ng mga Barangay, the Department of Social Welfare and Development (DSWD), and the Department of Health (DOH). The Philippine National Police, under the leadership of Chief Gen. Jose Melencio Nartatez, Jr., has already pledged its unwavering support to DepEd's initiatives. Nartatez confirmed that all police units nationwide have received orders to actively assist in security assessments of school campuses, increase police visibility around educational institutions, and participate in critical intelligence-sharing and threat-monitoring efforts. Recognizing the evolving challenges presented by the digital landscape, the School Safety Campaign will also introduce specialized, age-appropriate digital citizenship and online safety programs. Victims, perpetrators, and witnesses of violence will be provided with immediate psychological first aid, comprehensive counseling, and ongoing psychosocial support as part of an integrated intervention program. This critical aspect is further bolstered by DepEd Undersecretary Malcolm Garma's announcement on June 25 that the department will accelerate the hiring of guidance counselor associates to provide immediate mental health support, thereby complementing existing school-based mental health programs and ensuring timely access to professional care.

Confidential reporting channels for instances of bullying, violence, and other learner protection concerns are also being established and strengthened. This aims to empower students, staff, and other stakeholders to report threats or incidents without fear of reprisal, ensuring that issues are brought to light swiftly and addressed effectively through appropriate interventions and disciplinary actions.

Local governments have been swift to mobilize in support of these nationwide initiatives. On June 25, Malolos City in Bulacan demonstrated a proactive local response, distributing 120 handheld metal detectors to its 54 schools, signaling an immediate enhancement of security measures at the municipal level. Similarly, Tacloban City Mayor Alfred Romualdez has publicly vowed to strengthen security in his city’s schools following the recent tragic shooting, personally inspecting schools alongside police and department heads to reassure parents and the wider community.

The sheer scale and palpable urgency of the Department of Education's School Safety Campaign underscore a profound national resolve to safeguard educational institutions across the Philippines.
