A significant milestone in community-driven peace building emerged across Sulu province as residents in two municipalities voluntarily relinquished five weapons to authorities between April 3-6, 2026. The handovers represent meaningful advancement in establishing Gun-Free, Peace-Centered Communities (GFPCC) while eliminating rido conflicts throughout the region.
The coordinated effort involved military units from two infantry battalions working alongside municipal police forces and barangay leadership in Tapul and Panamao municipalities. These voluntary surrenders demonstrate shifting community attitudes toward conflict resolution and public safety.
Community Leaders Facilitate Weapon Handovers in Tapul
Three weapons were surrendered through community initiative in Tapul municipality, according to Lt. Col. Roy R. Dalumpines of the 104th Infantry "Para sa Bayan" Battalion. The initial ceremony took place April 3 at Tapul Municipal Hall, where troops from Bravo Company under 1st Lt. Jaythron L. Dumaga coordinated with local police.
During this ceremony, barangay officials presented two firearms: an M1 Garand rifle and a 9mm pistol, both bearing defaced serial numbers. Hon. Jurmiya J. Daud, Barangay Chairman of Sayli, and Hon. Mohsin L. Alih of Barangay Tangkapaan facilitated the handover process.
A follow-up surrender occurred April 5 at the same municipal hall venue. Hon. Abdel Nasser Anni Daud, Barangay Chairman of Kalang, coordinated the voluntary surrender of one .45 caliber pistol with defaced serial number, including two live ammunition rounds.
Panamao Municipality Adds Two Weapons to Peace Initiative
Complementing Tapul's efforts, Panamao municipality contributed two additional weapons through separate community-led ceremonies. Lt. Col. Ronald A. Borras, commanding the 21st Infantry "Invincible" Battalion, supervised these handovers with Charlie Company troops led by 1st Lt. Tom Troy B. Tanzo.
The first Panamao surrender took place April 5 in Barangay Lakit, where one .45 caliber pistol was voluntarily handed over. Barangay Chairman Hon. Benhar O. Muddakir spearheaded this initiative in coordination with local barangay officials.
April 6 witnessed another successful handover in Barangay Kamalig, where civilians surrendered one high-powered .30 caliber M1 US Carbine bearing serial number 932667. Barangay Chairperson Hon. Hja. Myrna Badiri facilitated this surrender alongside her barangay council and Panamao Municipal Police Station personnel.
Brigade Commander Recognizes Community Trust Building
The increasing frequency of voluntary firearm surrenders reflects strengthening community trust and ownership of peace initiatives, emphasized Brig. Gen. Alaric Avelino P. Delos Santos, Commander of the 1102nd Infantry "Ganarul" Brigade. This trend indicates shifting community perspectives on conflict resolution and security.
According to the brigade commander, civilian participation in weapons surrender programs demonstrates communities actively choosing peace over potential violence. Such engagement signals genuine transformation in local attitudes toward public safety and conflict management.
Division Leadership Emphasizes Community Partnership
Maj. Gen. Leonardo I. Peña, Commander of the 11th Infantry "Alakdan" Division and Joint Task Force Orion, praised the collaborative approach between military forces and community stakeholders. He stressed that sustainable peace requires active community participation rather than purely military solutions.
"When communities themselves actively participate in securing peace, we achieve lasting stability. These voluntary surrenders demonstrate that Sulu residents are deliberately choosing peaceful coexistence," stated Maj. Gen. Peña.
The division commander highlighted how community engagement creates sustainable security outcomes that purely enforcement-based approaches cannot achieve alone.
Inter-Agency Cooperation Framework Proves Effective
The successful weapon surrenders showcase effective multi-agency coordination involving the Armed Forces of the Philippines, Philippine National Police through municipal stations, and local government units. This collaborative framework enabled smooth implementation across both municipalities.
Barangay chairpersons served as crucial intermediaries, encouraging civilian participation while providing community-level legitimacy to the peace initiatives. Municipal halls functioned as neutral, secure venues for formal ceremonies, emphasizing the official character of the campaign.
The involvement of barangay councils provided additional grassroots support, ensuring broad community representation in peace-building efforts.
GFPCC Campaign Demonstrates Growing Provincial Momentum
These voluntary surrenders indicate concrete progress in the comprehensive Rido-Free, Gun-Free, and Peace-Centered Communities campaign across Sulu province. The initiative targets illegal firearm circulation that potentially fuels conflicts or criminal activities.
Military officials noted that voluntary participation signals growing community acceptance of peace and development programs. The campaign provides secure, legal mechanisms for civilians to dispose of unauthorized weapons without prosecution concerns.
The comprehensive approach addresses clan conflicts (rido), reduces illegal weapons availability, and promotes peaceful dispute resolution mechanisms throughout affected communities.
Regional Security and Development Implications
These handovers highlight strengthening partnerships among communities, local governments, law enforcement, and military forces in promoting sustainable peace throughout Sulu province. Such community-driven initiatives create positive momentum for broader regional development programs.
The multi-municipal scope of these surrenders suggests the peace campaign has achieved significant traction beyond individual communities, indicating potential for expansion across additional provincial areas.
For regions like Negros Oriental and the broader Visayas, these Sulu developments demonstrate how community-centered peace initiatives can complement security operations in achieving lasting stability and development.
