What the Directive Covers

The order, formally issued on May 2, 2026, was handed down following instructions from the Chief of the Philippine National Police (CPNP). It takes effect at 12:01 AM on May 4 and lapses at 11:59 PM on May 11, covering four key jurisdictions: Cebu City, Lapu-Lapu City, Mandaue City, and the rest of Cebu province.

The scope of the restrictions is notably broad. Permits to Carry Firearms Outside of Residence — commonly known as PTCFORs — are suspended for the entire duration within all covered areas. Gun club members who hold transportation permits for their firearms are likewise affected, as are licensed gun manufacturers, dealers, and repair shop operators doing business inside the restricted zones.

The ban does not stop at personal firearms. Permits authorizing the transport and purchase of explosives and explosive ingredients are also placed on hold, underscoring how extensively PRO7 is approaching the security challenge posed by a summit of this scale.

Shooting Ranges and Pyrotechnics Shut Down

Beyond permit suspensions, PRO7's directive requires the temporary closure of all firing ranges and shooting ranges operating within the designated areas. Whether used for competitive sport or routine training purposes, these facilities must halt operations for the eight-day window.

In a related measure, licenses that allow the manufacture and sale of firecrackers and pyrotechnic products will also be suspended. "This proactive security measure reflects our commitment to delivering police service that is swift, honest, and truly felt by the public," PBGen Abad stated. "We ask for the understanding and full cooperation of our communities as we work together to ensure the safe, secure, and orderly conduct of the ASEAN Summit."

His remarks echo the CPNP's institutional mantra — "Serbisyong Mabilis, Tapat, at Nararamdaman" — a guiding principle that translates to service delivered swiftly, honestly, and in a manner genuinely felt by the communities being served.

A Multi-Agency Security Architecture

Implementing and sustaining these measures will require coordination well beyond PRO7's own capabilities. The regional police office will work alongside the AFP, other law enforcement bodies, and local government units across all affected areas throughout the summit period.

This layered approach brings together the specialized competencies of different agencies under a unified command structure. Local government units, with their on-the-ground familiarity with communities, neighborhoods, and local conditions, are considered essential partners in this framework — not merely passive recipients of instructions from national or regional authorities.

The multi-agency setup also positions security forces to respond rapidly and in a coordinated fashion should any incident arise during the summit's proceedings.

Residents Asked to Stay Alert and Report Suspicious Activity

PRO7 is urging the general public to do their part by remaining vigilant throughout the security period. Residents and visitors are advised to stay observant of their surroundings and to report anything suspicious to the nearest police station without delay.
