Philippine military chief Gen. Antonio G. Nafarrete made a personal visit to the AFP Cyber Command at Camp Aguinaldo in Quezon City last October 13 (Tuesday) to evaluate the unit's facilities, capabilities, and preparedness against evolving cyber threats, the Armed Forces of the Philippines announced.

According to a press release issued by the AFP Public Affairs Office on Wednesday, Nafarrete was welcomed upon arrival by AFP Cyber Command chief Brig. Gen. Joey T. Fontiveros of the Philippine Army.

Cyber Defense Under the Microscope

The AFP said the inspection was aimed at gauging how well the command is positioned to defend military networks against threats in a rapidly shifting digital security environment. In its official statement, the AFP declared it "remains committed to enhancing its cyber capabilities, strengthening operational readiness, and safeguarding military networks and information systems against emerging cyber threats in support of national security."

The AFP Public Affairs Office did not release specific findings from the assessment, nor did it announce any new equipment, programs, or directives resulting from the visit.

Background on Gen. Nafarrete

Nafarrete took office as the 61st Chief of Staff of the AFP on July 21, 2026, taking over the post from Gen. Romeo Brawner Jr. Prior to his elevation, he served as commanding general of the Philippine Army. The Commission on Appointments formally confirmed his appointment on August 13, 2026.

Fontiveros: From Signal Corps to Cyber Command

Brig. Gen. Fontiveros, a member of the Philippine Military Academy's "Bantay Laya" Class of 1994, has built his career around cyber and signal operations. He previously served as commanding officer of the Army Signal Regiment's Cyber Battalion before receiving his promotion to brigadier general and assuming leadership of the AFP Cyber Command in January 2026.

How the Cyber Command Came to Be

The AFP Cyber Command grew out of the military's earlier Cyber Group. In 2023, then-AFP Chief of Staff Gen. Romeo Brawner Jr. put forward a proposal to elevate the unit into a full command — complete with expanded personnel and equipment — to better protect AFP networks across the country. The reorganization reflected a wider recognition within the military that cyber operations had become too significant to remain under a smaller structural unit.

Threats Linked to West Philippine Sea Tensions

As of February 2026, the AFP reported continued cyber activity directed at its networks, including attempted intrusions, website defacements, and misinformation campaigns, according to an earlier AFP statement. The military attributed a portion of that activity to geopolitical tensions surrounding the West Philippine Sea, indicating that the Cyber Command's responsibilities now extend into information warfare and state-level digital threats — well beyond routine network maintenance.

By the Numbers

  • 61st — Nafarrete's position in the line of AFP Chiefs of Staff
  • July 21, 2026 — Date Nafarrete assumed office as AFP Chief of Staff
  • August 13, 2026 — Date the Commission on Appointments confirmed his appointment
  • January 2026 — Month Fontiveros was promoted and took command of AFP Cyber Command
  • 1994 — PMA "Bantay Laya" class year of Brig. Gen. Fontiveros
  • 2023 — Year the proposal to upgrade the Cyber Group into a full command was made

Why This Matters

The AFP has publicly acknowledged persistent cyber intrusions and misinformation operations it links to tensions over the West Philippine Sea. The AFP's top officer personally conducting this inspection — and the earlier structural upgrade of the unit from a Cyber Group into a full command with greater personnel and resources — signals that digital defense has moved to the forefront of the Philippine military's national security agenda, extending well beyond conventional warfare into the digital domain.
